    Main Purpose of Job

    The\rJudy Center Program Specialists serve as a technical specialist providing\rspecialized outreach, intervention, compliance monitoring, and/or curriculum\rdevelopment, consultation, advice, and technical assistance in a birth through\radult basic education initiative related to Maryland's comprehensive statewide\rassessment programs.

    These employees provide technical guidance as a member of\rinternal and external work teams. Effectively implement the Judith P.

    Hoyer\rEarly Childhood Education Enhancement Grants (Judy Centers) to align with the Blueprint\rfor Maryland's Future and oversee the expansion of Judy Center sites from FY24-\r30.

    Review competitive and continuation grants submitted by Local Educational\rAgencies (LEAs) for state requirements and quality to approve and issue\rfunding.

    Work with the Judy Center Program Manager to ensure that the MSDE Judy\rCenter budget is expended in a timely manner and in accordance with grant\rrequirements and finance regulations.

    Provide on-going technical assistance and\rprogram support to Judy Centers statewide both virtually and in person.

    Serve\ras the MSDE Judy Center liaison to collaborate and coordinate programming with\rLEAs, divisions within MSDE, and public and private organizations.

    POSITION DUTIES

    Serves as the technical specialist for implementing the Judith P.\rHoyer Early Childhood Education Enhancement Grants (Judy Centers) providing\roversight to expand Judy Center sites from FY24- 30 and align with the\rBlueprint for Maryland's Future.

    \r\r\r

    Travels to Judy\r

    Center sites across the State to monitor and provide technical assistance and\r

    program improvement.\r

    Document visits\r

    with comprehensive reports.\r

    Monitors and\r

    evaluates all programmatic activities and fiscal spending of the Judy Center sites\r

    operated by local boards of education and provides strategic guidance and\r

    practice-based coaching for Judy Center staff.\r

    Conducts\r

    professional development for Judy Center staff based on their needs and\r

    challenges as they occur. Defines and tracks the key performance indicators for\r

    established component standards through routine monitoring.\r

    Develops\r

    corrective action plans when necessary and closely monitors the progress of\r

    Judy Center sites and recommends State-approved performance measure goals for\r

    Judy Center grant-funded programming that aligns with The Blueprint for\r

    Maryland's Future.\r

    Ensures that\r

    grant funds are used to serve children ages birth through five years of age and\r

    their families within a school's catchment area and that centers provide\r

    comprehensive early care and education services to promote continuous\r

    improvement toward child development and school readiness.\r

    Provides\r

    technical assistance to local school systems regarding the intent in designing\r

    and operating Judy Center sites that align with the intended Judy Center model,\r

    assuring that funded programs meet State-approved goals and objectives.\r

    Approves and monitors budgets, amendments, reporting,\r

    and expenditures for Judy Center grants.\r

    MINIMUM QUALIFICATIONS

    Education:
    A Master's degree or the equivalent of 36 credit hours of post-baccalaureate course work from an accredited college or university

    \r\r\rExperience:

    Four years of administrative or teaching experience in, or affiliated with, an education program. Experience with\rEarly Childhood school readiness programs,\rearly childhood programs, Judy Centers and Head Start, Early Head Start is\rpreferred.

    \r\r\rNotes:

    Candidates may\r

    substitute a Bachelor's Degree with 6 years of the specified content experience\r

    to satisfy the Minimum Qualifications noted above.\r

    Candidates may substitute the possession of a\r

    Doctorate degree from an accredited college or university in a field related to\r

    the position option for one year of the requiredexperience.\r

    The required field of education and experience are\r

    unique foreach option and are established by MSDE in accordance\r

    withEducation Article, Section 2-104 of the Annotated Code\r

    ofMaryland. The specific education and experiencequalifications\r

    for each position are on record in the Human Resource Management Branch of the\r

    Division of BusinessServices.\r

    Candidates may substitute U.S. Armed Forces military\r

    service experience as a commissioned officer in Education Program\r

    classifications or Education Program specialtycodes in the Education\r

    field of work on a year-for-year basis for the required experience and\r

    education.\r

    DESIRED OR PREFERRED QUALIFICATIONS

    Knowledge of multigenerational approaches for\r

    families and children, especially those from the most historically underserved\r

    communities.\r

    Knowledge of data systems.\r

    Knowledge of Judy Center operation and purpose of the 12 Component\r

    Standards.\r

    Knowledge of the\r

    principles, procedures, and practices of grants management and financial\r

    appropriations\r

    Knowledge of\r

    financial practices and budget analysis for education programs.\r

    Skilled in presenting\r

    accurate and concise reports and interpreting policies, procedures, laws and\r

    regulations.\r

    Ability to\r

    provide technical assistance for grant management.\r

    Ability to\r

    establish and maintain harmonious working relationships; must be able to\r

    communicate clearly and effectively both orally and in writing.\r

    BENEFITS
    \r\r\r\r\r\r\rContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\rLeave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\r\r
