    General Description

    The Orange County Finance and Administrative Services Department has an opening for an Accounting Manager. The work involves the responsibility for managing accounting processes in the Finance Department in support of the Chief Financial Officer and Deputy Finance Officer. An employee in this class is responsible for the primary accounting supporting role to the Chief Financial Officer and Deputy Finance Officer and assists with maintaining Internal Controls, General Ledger and Audit Support.

    Work is performed under the general direction of the Chief Financial Officer and Deputy Finance Officer with considerable leeway to exercise independent judgment within the guidelines of Generally Accepted Accounting Principles (GAAP) and North Carolina General Statutes as well as the framework of applicable rules, regulations, policies and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision over others is required of this position. Position does related work as required.

    Serves as the primary accounting support to the Chief Financial Officer and Deputy Finance Officer.

    Analyzes and reviews financial data of the County and makes corrections as necessary.

    Assists departments and accounting staff with accounting questions.

    Reviews and approves Bank reconciliations and investment accounts.

    Monitors capital project funds and determines fund drawdown as part of cash management function.

    Monitors County balance sheets and make general ledger entries and correcting entries to conform with GAAP.

    Prepares all County financial statements, and ensures compliance with GASB and GAAP.

    Prepares financial reports required by the State and Federal governments.
    Assists with the audit and compilation of the Annual Comprehensive Financial Report.

    Leads and ensures an environment of strong internal controls.

    Uses financial software system and sets up balance sheet accounts and maintains fixed assets schedules.

    Liaison with Budget, Tax and all other County departments, and communicates to department personnel accounting policies and procedures.

    Ensures that departments and accountants maintain timely deposits and postings consistent with the North Carolina General Statutes.

    Ensures that the County General Ledger and Books are accurate and updated timely.

    Manages the fiscal year end close process.

    Supports implementation of modules to increase efficiency of County financial system and supports departments in configuring subsidiary systems to be compliant with GAAP.

    Assists the Chief Financial Officer and Deputy Finance Officer in managing the Financial and Single Audit.

    Supervises staff; instructs, assigns and reviews work and performance, maintains standards, acts on employee issues, and provides training.

    Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.

    Adheres to the department's safety rules and regulations.

    Thorough knowledge of the theories, principles, practices and techniques of fund accounting, public administration, budgeting, public finance, and cost accounting.

    Thorough knowledge in Governmental Accounting Standards.

    Thorough knowledge of the local, state and federal laws, ordinances, standards and regulations pertaining to County finance and operations. Thorough knowledge of special requirements pertaining to accounting and investment of government funds. Thorough knowledge of County ordinances and department policies and procedures regarding accounting and finance.
    Thorough knowledge of the functions and structure of County government.

    Thorough knowledge of the financial structure of local governmental accounting and be cognizant of current and forthcoming GASB pronouncements.

    Good knowledge of the County's financial software system.

    Good knowledge of payroll, payroll tax issues and the principles of payroll auditing.

    Skill in complex data analysis, applying managerial and cost accounting, and evaluation/research techniques and methodology.

    Skill in public and interpersonal relations, and written and oral communication.

    Skill in establishing priorities and organizing work, and the ability to meet strict deadlines while maintaining accuracy.

    Skill in using electronic payroll and financial software systems and controls, with preference to MUNIS and ERP general ledger.
    Skill in using enterprise information systems, relational databases and operations.

    Ability to interpret and implement new standards issued by GASB.

    Ability to effectively lead, manage, participate, and meet timelines for projects.

    Ability to multitask and prioritize each task, coach subordinates and employees,

    Ability to demonstrate a motivated self-starter approach to duties and be analytical, technical and collaborative, self-aware, empathetic and a strong servant leader.

    Ability to set up balance sheet accounts and maintain fixed assets schedules.

    Ability to gather, analyze, interpret, comprehend and communicate complex information and in complex situations, and make effective decisions.

    Ability to work extensively with financial information in a detail-oriented and deadline-based environment.

    Ability to perform accounting and financial functions adhering to internal control policies and procedures with the appropriate segregation of duties and systems controls.

    Ability to supervise, plan and coordinate staff and ensure completion of assigned tasks while fostering teamwork.

    Ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software.

    Ability to demonstrate sound judgment; integrity; resourcefulness; accuracy; thoroughness and the physical condition commensurate with the demands of the position.

    MINIMUM QUALIFICATIONS
    Graduation from an accredited college or university with a Bachelor's Degree in accounting, finance, business, public administration or a related field AND five (5) years of progressively responsible experience in local government accounting or budgeting with direct work experience in fund accounting, cash management, financial reporting and fixed assets; AND three (3) years of work experience in the direct supervision of staff; OR

    An equivalent combination of training and experience as defined above.

    Certification as a Certified Public Accountant (CPA) or a Certified Public Finance Officer is preferred.

    SPECIAL REQUIREMENTS

    PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS

    Ability to physically perform (with or without reasonable accommodation) basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions of the hands/wrists.

    Ability to perform light work exerting up to 10 pounds of force occasionally to move objects.
