    Under the direct supervision of and in coordination with the Elders Executive Director (ED) this position provides leadership and direction for the day to day operations, contributes to the safety, and the physical, social, emotional, and spiritual wellbeing of the residents.

    To provide quality patient care in accordance with the established policies and procedures of PTOI, as well as in compliance and/or meet the tribal, federal, state and local regulations.

    Position is responsible for ensuring quality of care, resident rights, effective staffing and fiscal stability.


    Essential Duties and Responsibilities:
    Management:

    Determines staffing needs in coordination with the ED.Assists with interviews, orients, and trains new staff.
    Promotes staff development through staff meetings, trainings and direct personal contact.
    In conjunction with Director of Nursing oversight of licensed staff to ensure quality, appropriate care services.

    Responsible for the development of policy and procedures, including continuous review and proposals of updates to ensure compliance and quality care.

    Regularly evaluates HoRR policy, procedures and practices to ensure in light of the residential model of care, paying close attention to resident rights, issues, resident choice, respect, dignity and privacy.

    Communicates and coordinates with ED and Facility Manager regarding preparation of rooms for move-ins.

    Coordinates with DNS on gathering input and ensure the input of demographic and all related clinical data into system is accurate and complete.

    Works closely with DNS and team in the admission process for all new admits and re-admits.

    With clinical review board determines HoRR ability to meet the needs of new residents, assist in making decision regarding approval of new admission.

    With clinical review board determines HoRR ability to meet the needs of resident returning from hospital, SNF, or rehab setting.

    Monitors all purchases for the HoRR.Monitors resident information systems, such as bulletin boards, electronic messages, newsletters, flyers, etc.
    Maintains communication with residents and families regarding resident needs and concerns.
    With DNS assures adequate staffing in place.
    Leads or ensures DNS or staff are trained to lead Resident meetings and activities.

    Licenses verification and ensures ongoing renewals are up to date.
    Monitor employee health requirements.
    Plans, develops, organizes, documents, and directs Quality Control and Assurance performance improvement. Responsible for maintaining and scheduling preventive maintenance of durable medical equipment and i.e.
    Responsible for enforcing full compliance to facility's operating controls, SOP's, policies, procedures and service standards.
    Ensure facility is clean and safe for the comfort, convenience and safety of patients, families, and staff.
    Plans, modifies, and maintains HIPAA Compliance.
    Interprets policies and procedures to team members, residents, their visitors and family, and government agencies.
    Responsible for contract management with outside vendors, staffing agencies and residents. Ensures contract compliance.

    Assists with establishment and revision of clinical training program for nurses and other employees to meet training and continuing education requirements.

    Assists Clinical Review Board, Directors and Director of Nursing in pre-screening potential residents.
    Reviews accidents, incidents, and makes recommendations for resident safety programs.
    Develops, maintains, inputs and transmits data to government entities as needed in accordance with state and federal requirements.
    Receives and resolves or assists management in resolving resident complaints and service recovery process.
    Responsible for maintaining accurate records including cash flow sheet, guest floor limit, etc.

    Responsible for making sure that those under assisted living care are receiving the care they are supposed to receive- negotiated service agreements.

    Builds strong working relationships and communications with staff and other departments to ensure maximum operating effectiveness.

    In conjunction with Facility manager responsible for monitoring maintenance progress and FF&E (Furniture, Furnishings, and Equipment) conditions and provide status report.

    Performs periodic audits on rooms and other operating areas. Respond to audits to ensure continual improvement is achieved.
    Responsible for providing effective leadership to assisted living facility team members.
    Ensures effective, timely and accurate communications flow.
    Must be available 24/7 to respond to any emergencies. Help fill critical area of need during staff shortages; may include weekends.

    Works with safety committee to ensure facility is in compliance with disaster, fire drills and all emergency management preparedness procedures and protocols.

    Performs other duties as assigned.

    Supervisory Responsibilities:
    Manages department staff as assigned by Executive Director.
    Is responsible for the overall direction, coordination, and evaluation of this department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

    Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    With DNS provides overall leadership and direction in the planning, implementation and facilitation of a variety of social, recreational, spiritual, and other activities and programs to meet the needs of residents.

    Monitors response to emergency calls.

    Has working knowledge of infection control blood borne pathogens and utilizes universal precautions when handling or exposed to body fluids.


    Qualifications and Requirements:

    Education and/or Experience:

    Active Nursing Home Administrator's state licensure or ability to obtain (based on state of operation) requiredMaster's degree preferredBachelor's degree in related field (nursing, healthcare administration, social service) required.

    Two years of previous experience as a Nursing Home Administrator or Assistant Nursing Home Administrator required.
    Three years' experience in Long Term Care or healthcare preferredPrior leadership experience preferredDemonstrated knowledge of federal, state and local regulations

    Language Skills:
    Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
    Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
    Ability to write complex grants, reports, plans, speeches and articles for publication that conform to prescribed style and format.
    Ability to effectively present information to top management, public groups, and/or boards of directors.

    Mathematical Skills:

    Ability to prepare detailed budgets and work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.

    Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

    Reasoning Ability:
    Ability to define problems, collect data, establish facts, and draw valid conclusions.

    Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


    Licenses or Certificates:
    Must have a valid and unrestricted Washington State Driver's License. Driver's License must not contain any restrictions that would otherwise prevent an employee from driving a GSA vehicle.

    Other Skills and Abilities:
    Familiarity with State Nursing Center rules and regulations, and applicable Federal and State laws.
    Good written and verbal communication skills for communicating with Center staff and customers.
    Demonstrated financial management/budgetary skills.
    Demonstrated basic knowledge of federal and state laws affecting employee issues, including employment, safety, and employee health.
    Work in fast-paced environment with constant interruption.
