    General Summary


    Director of Procurement will supervise and coordinate with the Programs the purchasing, quoting and bidding for goods and services in support of program operations.

    Will assist the Programs in the procurement of goods and services in accordance with current government regulations and MAOFs Procurement Policy and Procedures.

    Will be responsible for the design and implementation of comprehensive automated inventory control system.


    Essential Duties and Responsibilities:
    Duties may include, but are not limited to, the following:


    Maintain up-to-date procurement policies and procedures manual in conjunction with the CFO and in compliance with current government procurement regulations.

    Conduct purchasing system trainings as needed to all operating staff throughout the agency.
    Evaluate procurement efficiencies to incorporate continuous improvement; review procurement processes on a regular basis.

    Work with program directors to conduct procurement bids including preparation of bid packages, and documentation of bids and vendor selections.

    Conduct preferred vendor procurement bids and assist with selection or recommendation of potential suppliers.

    Continually carry out a comprehensive review of purchasing methodologies, identify and implement improvements including policy updates and initiate agency wide communications regarding policy or procedure updates.

    Maintain purchasing records as needed including copying, faxing, scanning, and filing.
    Resolve purchase order and invoice differences with suppliers, payments, invoices, credits, payment terms, incorrect deliveries, and duplicate billings.

    Interact with vendors and inter-departments throughout the purchasing and selling process; resolve bid irregularities, conduct price/cost analysis, negotiate prices and terms according to company policies; expedite deliveries and conduct follow up procedures when necessary.

    Ensure timely delivery of goods and services to various locations with proper receipt of merchandise supported by packing slips and invoices.

    Train program directors/managers in procurement processes and monitor adherence to process.
    Manage preferred vendor bid schedule.
    Manage contracts that require bidding and coordinates bidding process.
    Install and maintain an automated inventory control system and reporting across the organization.
    Hire and effectively supervise the necessary staff to accomplish procurement objectives of the organization.


    Qualifications:
    Bachelors Degree in Business-related field.
    Five years direct experience in procurement methodologies and computerized processes.
    Knowledge of Federal Regulations regarding procurement for not-for-profit organizations, preferred.
    Experience in computerized inventory control systems.
    Experience in Contract Administration.
    Effective communicator.
    Excellent written and oral communication and organizational skills.
    Strong computer skills, including general knowledge of Excel and Word; proficient in all other Microsoft Office applications (Outlook, etc.). Experience with computerized accounting system including purchase requisition and inventory system software programs.
    Strong analytical and problem-solving skills.
    Attention to details and strong organizational and leadership skills essential.

    Demonstrates ability to work under pressure on multiple projects with competing deadlines and to prioritize work effectively and apply a sense of urgency to projects.

    Must be highly motivated, able to exercise discretion and good judgment, work independently, take initiative, participate as an effective team member and follow tasks through to completion.

    Ability to deal with conceptual matter.

    Ability to maintain cooperative, diplomatic working relationships with co-workers, supervisors, and the public; work as part of a team and collaborate with colleagues; and complete projects under tight deadlines even when there are competing requirements and changes in assignments.

    Must have a valid California Drivers License, have use of a motor vehicle and provide evidence of automobile liability insurance.

    This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
