    General

    This is a full-time, FLSA-exempt position that will report to the Vice President of Maintenance and Engineering. The Quality Director must meet the requirements of FAA 14 CFR d).

    He/she oversees the Manager of Quality and the Company's Quality Inspectors while also interacting with the Company's Flight Mechanics, Director of Maintenance, Director of Operations, and Vice President of Operations.

    The Quality Director is responsible for assuring the Company's various maintenance tasks and inspections are in full compliance with all FAR requirements for the airline and ensuring the Company's GMM requirements are met.

    The Quality Director is a key safety position, that ensures all Eastern Airlines personnel, processes, and procedures, promote safety, security, quality, and regulatory compliance for all Eastern Airlines operations.

    Duties and Responsibilities


    The Quality Director administers and monitors the Quality department, Weight and Balance, SDR, and Inspection Programs for the Company in accordance with published airline manuals required by 14 CFR and , regulations set forth in 14 CFR 119.65, 119.

    Responsible for ensuring the DQC Management Checklist is maintained in accordance with the Company's GMM (1.7);
    Has the responsibility and authority to establish change and/or modify the policies, procedures, and programs within the Quality Department (Inspection/RII, Records and Auditing);
    Assumes an authoritative role in investigations of all incidents and occurrences of non-compliance while ensuring that investigations are conducted in a consistent manner to effectively prevent re-occurrence;
    Has overall responsibility to ensure the proper review and compliance of all records relating to aircraft, engines, appliances and components;

    Oversees the quality performance of the Continuing Analysis and Surveillance (CASS) program and is a voting member of the CASS Review Board.

    Ensures active participation in all CASS activities by appropriate staff;
    Manages the monitoring and inspection activities of the Company's Manager of Quality and Quality Representatives;
    Review maintenance paperwork for correctness, completion, and appropriate references to approved data;
    Has overall responsibility to consistently check for adherence of maintenance tasks and activity to the Company's Maintenance Program, GMM requirements, and FARs;
    Has overall responsibility for the MEL Management Program required OpSpec D095 and ensures policies and procedures are in place to enforce proper compliance by quality inspectors and flight mechanics;
    Makes recommendations to the Director of Maintenance and/or VP of Maintenance and Engineering on staffing levels and resources needed to meet productivity or other maintenance goals;

    Oversees the processes and procedures used for receiving, identifying, reviewing, and determining the applicability of any Airworthiness Directives, Service Bulletins, All Operator Letters, etc.

    The Quality Director is the 14 CFR delegate and is responsible for ensuring Eastern Airlines aircraft are maintained in accordance with Company manuals and Federal Aviation Regulations;
    Addresses concerns of the FAA CMO assigned and geographic inspectors by evaluating, and coordinating corrective action(s) with respect to FAA concerns;
    Prepares and submit voluntary disclosures pursuant to Advisory Circular current version) generated by circumstances that involve CFR violations;
    Provides general communication of Company development or performance issues, and exchanges valuable communications for Company / FAA benefits guided towards safety interests;
    Ensures training for Quality Representatives / Inspectors so that appropriate inspections are completed, and the integrity of all required inspection items is achieved;
    Ensures maintenance contract vendor audits are conducted to ensure approved and reliable sources for maintenance, repair, overhaul, NDT, and calibration of tools and equipment;

    Ensures that the Fueling Manual contains the policy, procedure, information, and instructions necessary to ensure every individual performs their duties with the highest degree of safety.

    Create and maintain the currency of the policy and procedures, information, and instruction contained in the Fueling Manual;
    Perform other duties as assigned by the Vice President of Maintenance and Engineering.

    Qualifications

    Must hold a current Mechanic Certificate with an Airframe and Power Plant rating and have held these ratings for at least five (5) years
    Must have at least five (5) years of maintenance experience on different types of large airplanes (having 10 or more passenger seats) with an air carrier or repair station, one year of which must have been as a maintenance inspector
    Must have at least five (5) years of quality/inspector experience for a part 121 or part 145 operation
    Must have at least five (5) years of experience in a supervisory capacity maintaining large aircraft of the same category and class as that of the company
    Previous exposure and/or experience with a Part 121 Continuing Analysis and Surveillance System or Reliability program is required
    Familiarity with accessing online aircraft manuals
    Ability to multitask and work under pressure in a dynamic environment
    Travel will be required
    Pass a two (2) year drug and alcohol background check, pre-employment drug test, and criminal history records check (CHRC)
    Eligible to work in the United States.
