    Description
    Global Force Management Support Specialists shall perform tasks such as:


    • Perform a variety of deployment management duties serving as SOCSOUTH primary Global Force Management (GFM) Subject Matter Expert (SME) with responsibility for execution of the USSOUTHCOM and USSOCOM GFM process

    This includes (but is not limited to) providing the expertise and/or guidance necessary to formulate SOF deployment plans (rotational and emergent), and specifications on all issues related to the deployment processes, practices, and policy interpretations.


    • Prioritize GFM workload to ensure allocation of forces/capabilities necessary to execute Commander SOCSOUTH missions and timely alignment of forces against future force requirements

    The contractor will coordinate and provide recommendations on force allocation of USSOF under appropriate authorities to meet operational and strategic objectives.


    • Develop force requests, staffing of that force request, working with force providers, and following those requirements through execution

    The Contractor is required to maintain staff situational awareness to ensure senior leaders are adequately informed throughout each step in this process.


    • Provide support in the validation and sourcing of USSOF allocation actions, implementation guidance and contingency sourcing in order to meet USSOF requirements through the GFM process

    The contractor will also review and coordinate, within Department of Defense (DoD), GFM contingency planning in response to Geographic Combatant Commanders' (GCC) identified requirements.


    • Coordinate with USSOUTHCOM, USSOCOM, and Subordinate Elements to identify, develop, and prepare force rotational and emergent requirement actions to execute USSOUTHCOM Theater Security Cooperation Engagements, all Building Partner Capacity (BPC), Counter Drug (CD), Counter Terrorism (CT), Counter Transnational Organized Crime (CTOC), Sensitive Activities (SA), Joint Combined Exchange Training (JCET), Psychological Operations (PSYOP), Civil Affairs (CA), Medical Readiness Training Exercise (MEDRETE), Subject Matter Expert Exchange (SMEE), Counter Threat Network, Intelligence Signal Reconnaissance (ISR) Support, General Purpose Forces conventional support, and other contingency SOF deployments in the AOR
    • Develop and maintain GFM guidance and sourcing data that is critical to enabling force management activities within the USSOUTHCOM AOR
    The contractor will facilitate operational and tactical requirements in support of U.S
    Interagency (IA), Law Enforcement (LE) and partner nation (PN) forces.

    • Record historical SOF deployment data and maintain technical proficiency to assure continuity and critical support to the command is provided, despite fluctuating workloads and/or any peaks and valleys in the number of requirements handled.
    • Perform duties as a SME on Terms of Reference (TOR), which includes but is not limited to TOR Concurrence (TORCON) processes, Human Rights Vetting (HRV) processes, bi-lateral Memorandum of Agreements (MOA), and coordination with the Force Providers and regional Country Teams.
    • Coordinate and submit the SOCSOUTH Monthly Notifications and Request to be forwarded to the Joint Chiefs of Staff for DEPORD acknowledgement.
    • Coordinate and participate in events with USSOCOM and SOCSOUTH staff members in all matters regarding the Global Special Operations Synchronization (GSOS) process
    Contractor shall serve as the primary liaison with USSOUTHCOM, USSOCOM, component and Force Providers (USASOC, AFSOC, MARSOC, and NSWWARCOM) on all GFM, CTN, and GSOS matters as they relate to rotational and emergent force requirements
    The contractor articulates force requirements and answers request for information to facilitate sourcing recommendations.

    • Support coordination, planning, and execution of the SOCSOUTH/USSOUTHCOM annual SOF Deployment Conference
    This includes (but not limited to) monitoring the message traffic before and after the conference

    Contractor will be required to chair and attend conferences, meetings, and conduct briefings for high level civilian and military representatives, to build and maintain a network of appropriate contacts in order to accomplish all GMF-related duties.


    • Possess knowledge on current and validated CONOPs, CONPLANS, OPLANs, EXORDs, and statutory authorities directly relevant to the AOR.
    • Coordinate planning, organization, and training of SOCSOUTH Operations personnel with a need to know in all aspects of the deployment process
    The contractor will constantly evaluate current efforts and trends to provide meaningful information and recommendations to superiors

    The contractor shall serve as mentor and provide mission update briefs to all Special Operations Forces Liaison Elements (SOFLE), Special Operations Liaison Officers (SOLO), and forward deployed Advanced Operating Base (AOB) command teams rotating in the USSOUTHCOM AOR.


    • Become intimately familiar with U.S
    Foreign Clearance Guides and the process of writing and processing Diplomatic agreements between U.S
    and Partner Nation (PN) Governments
    The Contractor shall ensure Diplomatic Notes (DIPNOTES) are written, submitted, and approved in accordance with USSOUTHCOM and U.S
    Department of State directives, and each Partner Nation's required standards and deadlines.


    • Acquired knowledge of Status of Forces (SOFA) Waivers processes
    Contractor will liaise with the blue network and is responsible for writing, editing, and tracking long-term SOFA submissions
    Contractor will maintain and update USSOUTHCOM SOFAs, Defense Cooperation Agreement (DCAs), and Exchanges of DIPNOTE waivers for the Regional Fusion Divisions
    The contractor will monitor the necessity of status protection requests and submit those requests accordingly to USSOUTHCOM.


    • Be skilled in operational procedures to plan, organize, and train branch personnel in all aspects of deployment research and studies to provide meaningful information and recommendations to superiors
    The Contractor informs the supervisor of potentially controversial findings, issues, or problems with widespread impact.

    • Coordinate with force providers and higher HQs (USSOCOM and USSOUTHCOM) to ensure timely submission of requests for forces or support (RFF/RFS) for emerging and persistent requirements while enforcing GFM timeline.
    • Provide advice to SOCSOUTH staff relative to Special Operations plans and capabilities as directed by the J3.
    • Review all SOF BPC missions within the USSOUTHCOM AOR prior to execution
    Provide recommendations on force allocation of SOF under appropriate authorities to meet operation and strategic objectives.

    • Possess knowledge of SOF/Conventional Active, Reserve, and National Guard units to include their organization, mission, and capabilities, and comprehensive knowledge of the DoD, JCS, and Services organizational structures and command relations to accurately report deployments to the various echelons of command.
    • Identify and assess operational risk as well as develop mitigation recommendations to address current force supply and capability demands and potential future force requirements.
    • Maintain access to requisite systems of records, to include but not limited to Command and Control Information Environment (C2IE), Joint Capabilities Requirements Manager (JCRM), Logbook, Automated Message Handling System, SOCOM Information Enterprise (SIE) systems, and SOUTHCOM's Theater Engagement Dashboard (TED)
    Requirements


    • Minimum of 10 years prior military experience.
    • 3 years GFM experience (and/or unit deployment manager equivalent experience) depicting a firm understanding of the assignment, allocation, and apportionment processes; and the functionality of the tools, guidance and procedures that support the National Defense Strategy.
    • Shall possess a current SECRET security clearance and must be able to obtain a TS/SCI clearance within 120 days of hire
