    RESPONSIBILITIES:
    The ECM will be managing and implementing the environmental compliance program outlined in the Construction Management (CM) Plan, Infrastructure CM Procedures, and Standard Construction Measures
    Manage the environmental team which includes an Environmental Inspector (EI) who will also be the biological monitor and other Specialty Environmental Monitors (SEMs) such as archaeologists, paleontologists, and other specialists as needed
    Stay on top of the contractors schedule and activities and identify environmental concerns early on to avoid project delays
    Attend the meetings and work closely with all the stakeholders from the contractors to the client. To ensure the environmental issues relating to the work are understood and communicated to all and to make sure the contractor environmental submittals and RFIs are reviewed

    Activities include protecting resources/setting buffers, following notification protocols in the event of an unexpected cultural discovery, defining workaround limits promptly and when work can resume, implementing bird and/or bat deterrents, etc.

    ECM and the EI will review and compile the project environmental documents and identify the project-specific tasks.
    Attend stakeholder meetings and address questions related to environmental requirements, perform environmental reviews of contracts and plans, and incorporate environmental lessons learned from the other projects
    Coordinate with project CM team(s) regarding project schedules, training, compliance issue resolution, staffing, and other issues
    The ECM and/or EI will attend CM pre-construction meetings, weekly Contractor progress meetings, and other specific office and/or field meetings with the Contractor and CM Teams, as needed
    Review and comment on the Contractors environmental submittals, RFIs, and change requests, as appropriate
    Work with the public liaison on responses to public complaints regarding dust, or other environmental concerns
    Work closely with the project CM Teams to proactively eliminate or minimize environmental issues or delays; prepare environmental non-compliance notices and resolve non-compliance issues promptly
    Make recommendations on change requests, MPMs with associated SEM survey results, and details for permit addendums, as needed

    Work alongside EI to draft, track, and update environmental progress reports and various CEQA and permit-required regulatory reports for the client.

    For Example, Environmental Requirements Table (ERT), MMRP, permit requirements, client Standard Construction Measures per CM Procedures, Quarterly Compliance Reports, and Permit-required agency closure reports
    Deliver Monthly Environmental Compliance Reports and ERT, Quarterly Compliance Reports, Agency construction compliance reports, Archaeological Resource Reports, responses to regulatory agency requests, and other monitoring and closure documents, as needed


    REQUIREMENTS:
    Firm understanding of the California Environmental Quality Act (CEQA)
    Committed to protecting the environmental, biological, and cultural resources and enjoy working on complex construction projects to get the project built while staying in compliance with environmental requirements
    Previous experience providing environmental compliance oversight and management, inspections, and specialty monitoring services for the projects to ensure that the various project CM teams are implementing all environmental requirements in the specifications per the project MMRPs, Standard Construction Measures, regulatory permits, and environmental documents
    Experience developing and ensuring the implementation of an environmental training program by preparing environmental training videos, brochures, and handouts to be used by the CM Team to train construction crews, so that the EI can focus on field issues - May need to conduct field training before work in sensitive areas and corrective action refresher training for non-compliance issues
    Experience creating Daily EI and SEM reports and biological or cultural survey reports
    Previous experience with Submittals/RFI review comments, Environmental
    Non-Compliance Notices, and responses to public complaints or other environmental concerns
    Experienced with Monthly Environmental Compliance Reporting and ERT, Quarterly Compliance Reports, Agency construction compliance reports, Archaeological Resource Reports, responses to regulatory agency requests, and other monitoring and closure documents, as needed
    General knowledge of Notice of Intent (NOI) and other permit registration documents, Change of Information (COI), Annual Reports, Notice of Termination (NOT), and Stormwater Pollution Prevention Plans (SWPPPs) submittals review comments
