    Description


    This position is responsible for managing the county's water and wastewater systems and for managing the county's solid waste collection functions.

    Position Objectives

    Oversees the operation and maintenance of the water and wastewater systems; ensures compliance with state-issued permits.
    Assists the private development community, including property owners, develops and engineers.

    Reviews site and utility plans, easements plats, subdivision plans, and building plans for utility design compliance with county ordinance and state regulations.

    Develops and oversees operating and capital budgets for utilities and solid waste.
    Enforces the county's water, sewer and solid waste ordinances.
    Manages capital projects, including utility and road projects.
    Develops requests for proposals, specifications and bid documents for county road projects.
    Assists with the procurement of goods, services and capital projects.
    Coordinates the delivery of staff safety training.
    Assigns, directs, schedules, supervises, evaluates and disciplines personnel.
    Reviews, authorizes and approves the payment of invoices.
    Performs related duties.
    Desirable Training and Experience


    Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

    Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

    Possession of or ability to readily obtain a valid driver's license issued by the State of Virginia for the type of vehicle or equipment operated.

    Certification as a Professional Engineer or Engineer in Training.
    Knowledge, Skills & Abilities

    Knowledge of local, state and federal codes, acts and policies concerning water, wastewater, and drainage.
    Knowledge of water and wastewater plant design, construction, operations and maintenance.
    Knowledge of water and sewer line system design, construction and maintenance procedures.
    Knowledge of civil, mechanical and electrical engineering principles.
    Knowledge of public administration, municipal accounting and budget management.
    Knowledge of contract development, negotiation, and administration.
    Knowledge of management and supervisory principles and practices.
    Skill in strategic planning, organization, and decision making.
    Skill in the supervision of personnel.
    Skill in public speaking and public relations.
    Skill in oral and written communication.
