We invite you to join our Development Services engineer team in the Community Planning and Development Department to work on a variety of land development projects, from residential subdivisions to commercial industries sites. This role requires a hands-on approach, excellent problem-solving, technical communication and leadership skills, and a strong understanding of civil engineering principles.

    The City of Salem is seeking candidates for a Development Services engineer in the Community Planning and Development Department. Our department encompasses all aspects of housing , land use, construction and development.

    What you will do:
    The Engineering Program Manager leads and supervises licensed professional engineers who perform a full range of civil engineering functions within the development process. You will be responsible for developing, implementing master plans, reviewing, and approving developments, engineering reports and plans, and ensuring compliance with local, state, and federal regulations.

    This position is deeply engaged in identifying and troubleshooting problems and identifying options. The successful candidate is able to collaborate with a wide variety of customers and stakeholders while also having a strong working knowledge of public infrastructure to perform complex, technical analysis of development projects.

    Additional information on job responsibilities:
    • Program Management:
      • Participate in development of procedures, process improvements, and standards updates for construction.
      • Work to identify and resolve any infrastructure issues with land division plats.
      • Ensure Public Works Design Standards compliance and review requests for design exceptions.
      • Coordinate private development with City Projects and historic and environmental requirements.
  • Plan Review:
    • Perform reviews of infrastructure needs during the initial design and land use phase.
    • Design, review subdivisions or site development, and public infrastructure needs for construction permits.
    • Oversee standards review of commercial and industrial development plans that include proposed improvements such as utility main connections, curbs and driveways, curb ramps, boundary streets, stormwater management and alleys.
    • Process design exceptions and coordinate with City Engineer.
    • Review engineer estimates.
  • Construction and Warranty:
    • Interpret plans and provide direction to inspectors.
    • Serve as primary contact with private sector engineers to resolve design problems and provide clarity of standards interpretation.
    • Finalize punch lists and identify substantial completion issues prior to City acceptance of public infrastructure improvements.
    • Manage different forms of security release, including escrow agreements, and bond release letters.
    • Assure correct type of maintenance security, dates, and amounts.
    • Ensure as-builts are submitted, approved, and processed.
  • Standards:
    • Develop updates to Standard Drawings.
    • Recommend updates to Design Standards.
    • Review infrastructure related amendments to Salem Revised Code.
  • System Development Charges (SDC's / Impact Fees:
    • Review, analyze, and make findings, recommendations regarding qualified public improvement and certified costs.
    • Oversee quarterly developer reimbursements.

    • Our team follows a hybrid schedule working in-office 350 Commercial St. NE, 3 days a week and remotely for the rest with manager approval. This is subject to change based on business needs.
    What are the minimum qualifications?
    • Must pass the pre-employment background check.
    • Must have an Oregon Driver license and meet the City of Salem's driving standards.
    • Bachelor's degree from an accredited college or university in Civil Engineering or a related field, and eight years of experience in a related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
    • Professional Civil Engineer License within the State of Oregon required or able to obtain within one year of appointment to the position.

    The Development Services Section is charged with processing development and construction permit applications for the Community Planning and Development Department. Application types include but are not limited to pre-application conferences, land use actions, building permits, franchise utility permits, and public infrastructure permits. Our section coordinated programs within the Community Planning and Development Department by collaborating with numerous subject matter experts and stakeholders throughout the community.
