    Job Summary

    The regional property manager (RPM) oversees a portfolio of properties spanning multiple counties. Primary responsibilities include coaching, training and managing approximately 7 direct report property managers and assisting property managers in leading their staff. The RPM ensures pro-active and efficient operations and maintains profitability. The regional manager implement strategic initiatives to enhance property performance such as optimized rental rates, managing expenses, and implementing regular, emergency, and preventive maintenance plans that are cost-effective. Additionally, the RPM conducts regular site visits to ensure compliance with regulatory standards and quality control measures. Through effective leadership and management, the regional manager strives to maximize tenant and employee satisfaction, minimize vacancies, and ultimately drive stability and profitability across their property portfolio.

    Essential Functions

    Leading and Managing

    • Manage a team of approximately 7 managers and oversee escalated employment issues within the team
    • Develop and maintain strong working relationships with community managers, regional maintenance team, partners in accounting, asset management, and other departments, as well as all property management staff within the portfolio
    • Hire, train, motivate and manage staff; ensure employee engagement and accountability
    • Evaluate and prepare performance reviews for all direct reports at mid-year and annually and ensure staff prepare and conduct reviews on time and in a manner that helps to continually develop talent and correct any performance issues
    Financial Management
    • Manage and prepare the annual operating budgets, analyze revenue, expenses and NOI for all Wesley Housing managed properties
    • Review budgets and financial reports monthly with Senior Management to ensure properties are performing within budget and purchasing guidelines
    • Review and approve bad debt write offs and concessions
    • Oversee and manage rent collections and address delinquent rents within policy guidelines and eviction prevention policy
    • Oversee and manage occupancy to ensure minimal loss of revenue, including marketing and leasing initiatives
    • Ensure records related to rental operations and any institutional records are kept up to date and that reports are prepared on time
    • Regularly monitor and approves invoices for payment
    Property Operations
    • Train and acquire current knowledge around LIHTC and Section 8 by attending trainings approved by VP or President of WPMC
    • In the manager's absence, may serve as on-site Community Manager responsible for everyday property tasks including greeting residents and potential residents, preparing cash deposits, assisting maintenance with tracking and closing work orders, etc.
    • Ensure recertification requirements are current and reports are prepared on time, including subsidy billing to contract administrators
    • Ensure that maximum economic rents are achieved through active rent level management, general and targeted outreach methods, assurance of leasing skills, and resident retention programs.
    • Prepare bids, review proposals and make recommendations for contract work, including janitorial, landscaping, snow removal, trash service, plumbing, electrical, etc.
    • Collaborate to identify property and unit maintenance requirements, facilitating swift resolutions to ensure optimal upkeep and maintenance of the facilities.
    • Oversee the establishment and upkeep of maintenance records for all properties, including unit records
    • Alert appropriate team members and escalate tenant or maintenance problems when necessary
    • Ensure all government guidelines and compliance (Sec.8, HUD and LIHTC) requirements are met and appropriate records are maintained
    • Maintain current knowledge of federal, state and local housing authority regulations and requirements applicable to property management
    • Ensure consistent application of company policies
    • Be responsive to requests for information
    • Perform other duties as assigned
    Requirements

    Required Knowledge, Skills, Abilities
    • Excellent oral, written and interpersonal communication skills
    • Proficient with Microsoft Office suite including Outlook, Word, Excel, etc.
    • Proficient with property management software (we use Real Page OneSite)
    • Able to work on several projects simultaneously, maintaining timeliness and accuracy
    • Bilingual (Spanish and English) is a plus
    • Strong real estate and property management (rental and maintenance) skills
    • Strong financial management skills. Able to read, interpret and make business decisions from analyzing rent rolls, operating statements, and property budgets
    • Knowledgeable about federal, state, and local laws that govern affordable housing and landlord and tenant rights and responsibilities
    • Demonstrated ability to establish strong work relationships within property management and across the organization
    • Relevant certifications for property management and affordable housing. Examples include the LIHTC, HCCP or SHCM Certification as well as CAM and/or Apartment Residential Manager (ARM) certifications.
    Required Education, Certifications/ Licenses, and Experience
    • High school diploma or GED and a relevant bachelor's degree or 5 years of progressive property management experience may be substituted for college degree
    • Experience with developing a budget and managing to budget on a monthly basis
    • A minimum of three years of experience managing a team of community managers
    • At least five years of experience in managing affordable housing properties, with at least two years experience in your assigned region (Northern Virginia and/or Washington D.C.)
    • Able to operate a motor vehicle. Must possess a current driver's license and personal car insurance and maintain a safe driving record.
    Physical Job Requirements
    • Able to remain in a stationary (standing and seated) position more than half the time

    • May need to kneel, crawl, or crouch down less than half the time
    • Must be able to regularly maneuver (lift, move, carry, slide, etc pounds
    • Able to operate equipment/machinery that requires the constant use of hands/fingers/wrists (ex.'s: typing, filing, etc.) more than half the time
    • Able to spend more than half the time viewing computer monitors
    • May be exposed to hazardous chemicals and materials, outdoor weather conditions, and non-climate-controlled workspace (s) less than half the time
    • Able to identify and distinguish between colors less than half the time
    Travel Requirements
    • This position will travel throughout the region approximately 75% of the time
