    About the Position:


    Under the direction of the Director of Administration, this position serves as the Agencys Assistant Contracts Administrator and has agency-wide responsibility for contracting and procurement.

    This position independently negotiates and prepares complex contracts.

    This position also makes independent decisions in carrying out activities related to the procurement of goods and services for the Agency.


    Some of What You Will Do:
    Develop and implement Agency contracting processes and resources. Make policy and procedural recommendations to ensure Agency contracting complies with applicable requirements. Ensure staff involved have proper delegated authority and have completed required training.


    On behalf of the Agency:
    negotiate, draft, prepare, administer, and amend contracts for goods or services.
    Work closely with Agency Contract Managers to ensure goods and services are delivered and in accordance with contract terms. Support Contract Manager in correcting any instances of non-compliance.
    Create and maintain thorough Agency contract files which adequately document all required elements.
    Track Agency contract inventory and spending, including subcontractor reporting. Maintain Agency contract records as required for annual external reporting and filing.
    Develop and implement Agency competitive procurement processes. Make policy and procedural recommendations to ensure Agency procurement complies with applicable requirements.
    Consult with business owners when the need for goods or services is identified. Assess potential enterprise needs, gather requirements, and determine appropriate course of action/procurement methodology.
    Initiate competitive bid projects and develop specifications and terms. Provides direction to interested vendors. Direct the selection of interested and qualified vendors for bid distribution. Prepare and publish competitive solicitations documents to the appropriate locations.
    Conduct required unbundling analyses, hold pre-bid conferences, and perform other required tasks in support of DFIs supplier diversity objectives.
    Perform any required market analysis and unbundling analysis, as well as other required procurement steps.
    Provide for receipt of bids or proposals. Analyze returned bids or proposals to determine compliance with technical specifications, contract requirements, and compliance with applicable policies. Reject bids that do not meet bid requirements.


    Desired Qualifications:


    A Bachelor's degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied fieldANDOne (1) to three (3) years of experience in drafting, negotiating, or administering Washington State government contracts, or contract compliance administration.

    ANDOne (1) to three (3) years of experience in Washington State governmental competitive procurement.
    Additional qualifying experience may be substituted, year for year, for the education.

    The best qualified candidates will possess:

    Knowledge of State procurement statutes and administrative codes; regulations, policies, and requirements of government contracting and procurement; procurement, research and market analysis techniques; effective methods of oral and written communications; technical writing skills; and contract development and administration.

    Ability to establish and maintain effective working relationships with vendors, business representatives, and fellow employees; negotiate contract terms and conditions, and assess compliance with those contract terms and conditions; adapt rapidly to changing market conditions, compliance requirements, and/or customer needs; develop and lead user committees that aid in development of contract specifications or contract dispute resolution; prepare and interpret complex specifications and award criteria; analyze bids or proposals submitted by suppliers and determine award; and prepare, maintain and interpret procurement and contract statistics and management reports.


    Official Work Station:
    The Division of Administration currently employs a hybrid work schedule (two to three days in office, remaining days telework). Your official work station will be defined as the Tumwater Headquarters Office.
