    Are you interested in leading internal and external project teams responsible for all aspects of Construction Project Management including procurement oversight, budgeting, scheduling, design oversight, construction oversight, and commissioning of technical facilities?     As Project Manager in Design and Construction your duties will include...


    • Project Management - Apply solid understanding of project management processes and engineering principles, building systems, code regulations and construction practices to accomplishing assigned projects
    Coordinate project activities including permits and on-site inspections review submittals and shop drawings
    Resolve construction problems manage and report on changes to project scope, schedule and cost coordinate project commissioning and training for Operations and Maintenance personnel manage and control Change Notices and document all relevant steps in support of claims assist in pre-occupancy and occupancy process and review as-built drawings and O&M manuals for accuracy and completeness
    Assist with the prioritization and sequencing of projects.

    • Project Communications - Serve as primary liaison with customers, consultants, contractors, staff and Laboratory Management for assigned projects utilize PM tools including, but not limited to, Microsoft Office Suite and other project management software to coordinate the work and communicate project progress and maintain appropriate files and records.
    • Contract Administration - Work closely with the Business Services Department groups to ensure compliance with all procurement requirements and develop A/E, contractor and other consultant scopes contract schedule of values
    Evaluate value engineering proposals verify progress and approve invoices, review change requests and claims and recommend appropriate actions supervise budgets and prepare reports and projections as required confer with Code consultants and officials to resolve permit issues
    Work with the Section Supervisor and the Plant Engineering Chief Engineer on permit, code or significant facility issues
    Coordinate access and security issues

    • Project Development - Work with Laboratory technical and service departments to identify and interpret program requirements
    Develop scopes of work, prepare letters of justification and participate in the selection of external contributors
    Develop project schedules and cost models review design submissions for compliance with program requirements and Laboratory standards
    Effectively communicate design development and project requirements to collaborators
    Develop and review budgets, cost estimates and cash flows
    Evaluate proposals from outsourced providers

    • Possess a BS or equivalent in Engineering (civil, architectural, electrical or mechanical, or mining).
    • Have 8 or more years of experience as a project manager for the planning, design and construction of complex (MEP) institutional projects on a 24/7 campus.
    • Have strong leadership skills and be able to work closely with members of the Laboratory community and outside resources to create effective relationships.
    • Have an understanding of OSHA, building and life safety codes, project management software, Computer Aided Design and Drafting, and cost estimating.
    • Have experience in proactive planning, project programming, budgeting, risk evaluation, quality control, and quality assurance.
    • Possess excellent listening, customer service, negotiation, team building and organizational skills as well as effective communication skills.
    • Have some prior experience in using project scheduling software to plan, track and communicating project status to related audiences such as internal staff and customers.
    • Possess a valid state of residence driver's license

    • Possess a Master's Degree in related field.
    • Are a Certified Project Manager Professional (PMP), Program Management Professional (PgMP) or equivalent, LEED Accredited Professional (LEED AP), and/or Certified Facility Manager (CFM), Professional Engineer (PE), Registered Architect (RA), or other industry credential(s).
    • Have prior formal supervisory experience
    Knowledge of PMWeb, Newforma, AutoCAD and BIM.

    • Have previous experience working on US Federal Government secure projects
    • Are familiar with Howard County Permitting and Maryland Environmental Regulations
