As the Deputy Finance of Finance, you'll collaborate with a variety of divisions within the Finance Department, each an integral part of the City's overall financial health and success.
Under the general guidance of the Finance Director, your days will be filled with dynamic interactions, where you will be at the heart of financial operations and where your work not only counts but leads the way.
Accounting and Financial Reporting:
Comprised of:
Accounts Payable, Accounts Receivable, Debt Management, Fixed Assets, General Ledger, and Payroll. In addition, this Division is responsible for preparing the City's annual financial report.
Budget Management:
Responsible for coordinating the City's annual budget and monitoring each department's compliance with the annual budget.
Revenue Management:
The Revenue Management Division works with the City Treasurer and the Deputy City Treasurer, and it is responsible for daily cash management and investment of funds for the City of Rancho Cucamonga and the Rancho Cucamonga Fire Protection District.
Special Districts:
Responsible for placing special assessments for City parcels on the county tax rolls, tracking and paying debt service on the City's special obligations payable from the special assessments, and assisting with special district formations.
A 3% salary increase was authorized in November 2023.
An additional 2% equity adjustment in compensation is scheduled for June 2024.
Administrative Leave
Participation in CalPERS with retirement formulas of 2% @ 55 and 2% @ 62, subject to eligibility.
Vacation Accruals-
Escalating vacation accrual rates based on years of service and a vacation buyback plan.
Educational Benefits-
Tuition reimbursement for college and university courses up to $2,300 and City-paid costs for training and certificate programs.

Role of the Deputy Director of FinanceThe Deputy Director of Finance at the City of Rancho Cucamonga is pivotal in providing strategic leadership and management oversight to the Finance Department.
This key position is responsible for helping develop and implement financial policies and objectives, ensuring effective service delivery, and managing comprehensive city audits.
The role encompasses supervising financial reporting, overseeing debt administration, coordinating staff efforts and financial policies, and assisting with budget preparation and administration.
In addition to these financial responsibilities, the Deputy Director actively engages in fostering collaboration across departments and effectively managing staff within the Finance Department.
This role extends beyond the confines of the department, as the Deputy Director serves as a representative in various City and community engagement efforts.
Essential Duties of the Deputy Director of Finance:Help with developing and implementing financial policies and objectives for the Finance Department.
Manage comprehensive City audits and oversee financial reports and statements.
Supervise the City's debt administration, ensuring financial compliance.
Coordinate communications on City financial and accounting policies.
Assist with annual budget preparation, including cost and revenue estimates.
Research and recommend improvements in financial operations.
Collaborate across departments to achieve shared financial goals.
Oversee staff hiring, training, and development in the Finance Department.
Represent the Finance Department in various City and community meetings.
Provide opportunities for professional growth and development within the Finance Department.

EDUCATION AND/OR EXPERIENCE:
Requires a Bachelor's degree from an accredited college or university in accounting, finance, business administration, or a related field.
At least seven years of professional and technical governmental accounting experience, including a minimum of five years in a supervisory capacity within municipal finance.
Knowledge, Skills and Abilities:
Advanced principles and practices of general and governmental accounting, municipal finance, budget preparation and monitoring, cash flow, revenue forecasting, laws regulating public finance and fiscal operations, fiscal record-keeping, payroll, cashiering, business licensing, journal entries, accounts receivable, accounts payable, transient occupancy tax, and billing.
Also, knowledge of accounting and financial record-keeping principles, payroll administration, employee supervision, training, evaluation, motivation, and discipline, applicable federal, state, and local laws, codes, and regulations, automated financial management, and accounting systems, and customer service techniques.
Ability to perform complex technical accounting and financial projects and activities independently, plan, organize, review, train, and supervise subordinate staff.
Proven leadership ability and excellent soft skills such as approachability, regular interaction, promoting cooperative work environment, and clear vision.Capability to interpret and apply policies, procedures, laws, codes, and regulations related to municipal accounting and budgeting, research and analyze problems, identify solutions, project impacts of proposed actions, and implement recommendations.
Competence to maintain control of records, financial statements, and databases, apply accounting principles in governmental financial and accounting transactions, organize work to meet schedules and timelines, prepare, examine, and verify financial documents, statements, reports, and analyses.
