    This position typically reports to a technical manager and is responsible for the planning, managing and technical performance of one or more software engineering projects/unit(s). Accountable for all phases of assigned software engineering projects from inception through completion including collaborating with the technical staff in the planning, designing, development, and validation of the software solution. Participates with technical staff, program managers and/or Division/Group executive management to develop and implement current, annual and long-term technical, schedule, quality, business and financial objectives for the unit(s). Objectives are typically accomplished through subordinate software engineering managers and/or team leaders. May be responsible for decisions that impact outcomes where erroneous decisions could cause serious schedule delays and expenditure of additional time, resources and funds.

    DUTIES & RESPONSIBILITIES:

    • Manage all activities for assigned software engineering project(s) including planning, and managing technical performance to ensure quality, business, and financial objectives are attained.
    • Coordinate, in collaboration with the technical staff, the establishment of software design concepts, criteria, and engineering efforts for product research, development, testing, and integration.
    • Lead progress review sessions to discuss cost, schedule, and technical performance.
    • Identify software engineering issues and provide leadership in developing solutions including interacting with internal technical staff and external representatives concerning resolution for technical and scheduling issues.
    • May act as primary contact for software engineering activities.
    • Manage and implement technical, schedule, quality, business, and financial objectives for the software engineering unit(s) and may participate in the development of Group/Company objectives.
    • May participate in the preparation of proposals, and the development of new business.
    • Manage the development of and ensure the security of the unit's proprietary technology, and maintain the strict confidentiality of sensitive information.
    • Ensure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.
    • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
    • Expected to work in a safe manner in accordance with established operating procedures and practices.
    • Other duties as assigned or required.

    Job Qualifications:

    • Typically requires a Bachelors, Masters or PhD in engineering or a related technical field as well as eleven or more years of progressively complex software engineering experience with at least five of those years having management responsibilities. Equivalent experience may be substituted in lieu of education.
    • Must demonstrate:
    • A technical expertise in software development including applicable engineering principles, concepts, theory, and practices.
    • Project management and leadership skills that include organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
    • The ability to resolve complex management and technical problems.
    • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
    • Customer focused, must be able to work on a self-initiated basis and in a team environment.
    • Highly desired:
    • Understanding of SecDevOps tools and lifecycle.
    • Understanding of configuration management concepts.
    • Proficient in Python scripting.
    • Proficient in Excel Visual Basic.
    • Proficient with compiling and presenting software metrics.
    • Understanding of software data rights and licensing.
