    Data Governance Policy Specialist

    The Office of Data Governance develops vision, direction, and leadership to advance agency-wide data governance and data management policies and strategies across DSHS.

    As part of the Office of Data Governance, the Data Governance Policy Specialist performs highly advanced consultative services and technical assistance work in the development of workflows, policies, and procedures for data sharing, data management, and data governance to ensure alignment with people, processes, and technology.

    The Data Governance Policy Specialist will plan, develop, coordinate, and implement agency policies and procedures to support the data governance strategy.

    This position is involved with developing training and outreach communications related to these policies and procedures and provides consultative services and technical assistance to program staff at all levels of the organization.

    This position is headquartered in Austin, Texas and reports to the Data Governance Director within the Office of Data Governance, Program Operations Division, will telework 60% (M/T/F), is required to work in office 40% (W/Th), and will require 10% travel

    Essential Job Functions:
    (30%)

    Data Sharing:

    Develops, implements, and conducts process improvement and ongoing management for the data sharing policy and procedure and associated workflows.

    Serves as the primary point of contact for data sharing and provides high-level technical assistance for program staff.

    Develops and implements a standardized data request and review process, tracks, and routes data requests, and assists in fulfilling approved data requests.

    Provides support for data releases through the agency's technology platform.

    Develops and implements policies and procedures associated with creating and posting data visualizations for public audiences and posting data sets to the Open Data Portal.

    Consults with agency staff involved in data sharing to resolve problems, identify training needs, and discuss effectiveness and opportunities to create efficiencies.

    Data Management:

    Identifies, develops, implements, and conducts process improvement and ongoing management for data governance and data management workflows, policies, and procedures.

    Reviews and evaluates outcomes and provides recommendations to standardize data governance across data systems.

    Assists programs in developing and maintaining metadata and data quality requirements for data assets as well as in identifying and resolving data quality challenges.

    Identifies and develops policies and procedure to ensure a comprehensive data governance approach for the agency.

    Training and Communications:

    Coordinates the collection, organization, analysis, and preparation of materials in response to requests for information and development of reports and presentations.

    Develops and implements data governance training and communications. Develops standards and manuals and plans program activities in accordance with data governance objectives and goals.

    Provides support in planning and conducting Data Governance Council and associated workgroup meetings and maintains meeting notes and other documentation.

    Program Evaluation:
    Develops and implements effective techniques for evaluating program activities to ensure continuous process improvement and program development. Identifies gaps and opportunities for creating efficiencies in data sharing, data management, and data governance.

    Identifies the need for new policies and procedures or changes to existing policies and procedures and works with program representatives to develop new or update existing policies and procedures for data sharing, data management, and data governance.

    Provides guidance to program staff across the agency in the development and integration of new methods and procedures and adoption and implementation of new policies and procedures for data sharing, data management, and data governance.


    (5%) Performs other duties as assigned including actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
