Make decisions or recommendations to change, interpret, or develop policies or programs. Develop operating procedures and standardized methods related to equipment operations techniques and maintenance. Identify information systems and services shortfalls, problems, specific issues, and opportunities; recommends solutions and improvements. Plan, organize, and direct studies on communications and advises top-level agency telecommunications and subject-matter managers on applying new developments. Provide guidance to operating-level telecommunications managers on matters such as the application of new technology activity systems.

One year of specialized experience which includes developing policy, planning principles, concepts, or test methods on IT communication problems; overseeing operational readiness and availability of network architecture such as NIPR, SIPR, TS/SCI, CLAN, and/or Rel-B; installing and/or troubleshooting hardware for telecommunication networks; and researching, evaluating, and/or providing technical consultation on telecommunication technologies.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-12).

However, the incumbent will be exposed to dirty, dusty, noisy, and inclement weather when conducting inspections.This position is designated as KEY, meaning the position cannot be vacated during war or national emergency without seriously impairing the mission.
This position includes unique, or scarce managerial or technical skills required by the wartime mission and cannot be held by someone in reserve status.
In accordance with DoDM and supplemental Army guidance, you must obtain and maintain the following requirements for each Cyber work role (except Data, AI, and/or Software Engineering) at the assigned proficiency level:1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
This is a drug testing designated position (TDP) under the Department of the Army Drug Free Federal Workplace Program in accordance with AR Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
