    The Administration for Children's Services (ACS) protects and promotes the safety and well-being of New York City's children and families by providing child welfare, juvenile justice, and early care services.

    In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home.

    Each year, the agency's Division of Child Protection responds to more than 50, reports of suspected child abuse or neglect.

    In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families.

    ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.


    The Provider Agency Consultation and Engagement (PACE) is dedicated to assisting our provider agencies on the case level, incorporating best practice and best interest for the child.


    PACE covers the following program areas:

    Older Youth Services, Family Visiting (including Children of Incarcerated Parents Program), Special Care Unit, Case Practice Consultation Unit (includes Senior Practice Consultation, Re-Entry and Independent Review), and the Office of Shared Response (including the Exceptions to Policy Unit).

    The Office of Older Youth Services (OYS) is committed to promoting better, more informed case decision-making and service delivery outcomes for children, youth and family involved in our child welfare system; through the process of Family Team Conference.

    Family Team Conferences provide a forum in which the child, youth, family, members of the family's community, professionals and other stakeholders come together to jointly develop plans to strengthen family capacity, ensure safety, well-being, stability and permanency and to build a network of support that will sustain the family over time.

    OYS works closely with provider agencies, families, extended families and neighborhood/community-based providers, Juvenile Justice, Department of Correction, family and criminal court to improve cooperation, communication and teamwork.

    OYS facilitates conferences, including movement in care, Independent Living (APPLA) goal change, reunification, crossover youth practice model (CYPM), Trial Discharge and Final Discharge for APPLA youth, Reentry, Independent Review and other critical issues as well as foster care high needs conferences.


    The duties and responsibilities of the OYS Conference Facilitator will include the facilitation of:


    • All cases in which the provider agency is requesting a goal change to APPLA for youth age 16 years and up
    • All placement preservation conferences (PPCs) where the youth has a goal of APPLA;
    • All trial discharge conferences (TDCs) in which a youth is being discharged to self with a goal of APPLA;
    • All final discharge conferences (FDCs) where the youth has a goal of APPLA;
    • All TDCs and FDCs for youth in Residential Treatment Centers (RTCs);
    • All PPCs, TDCs, and FDCs for youth with a goal of APPLA age 16 years and up and juvenile justice involved youth with active delinquency docket only i. Crossover Youth Practice Model (CYPM); ii. Youth arrested; iii. Person in Need of Supervision (PINS); iv. Youth in OCFS custody; and/or v. Youth at Rikers Island.
    • It should be noted that the CFS that work in Office of Older Youth Services travels borough wide, Nassau, Suffolk and Westchester County to facilitate FTCs. This unit is not borough based and conferences.
    • Preparation for conferences involves our CFS going into the Legal Tracking System (LTS) to obtain information on the legal life of the case. In addition, the CFS is reading at least 36 months of notes in CNNX and any clinical evaluations to better understand the needs of the youth.
    Minimum Qualifications

    A Masters Degree in Social Work from an accredited school of social work and
    1. A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) and at least one year of full-time, satisfactory, post-graduate experience that includes substantial experience in one or more of the following modalities of practice: facilitation of family team conferences or family group decision-making meetings utilizing a conferencing model which emphasizes family engagement and consensus based decision-making; clinical group work with children, youth, parents or individual families; or the conduct of professional training on topics related to child and family services; or

    2.

    A valid New York State Registration as a Licensed Master of Social Work (LMSW) and at least three years of the experience required in "1" above.

    Up to two years of this experience may have been in the supervision of social work practice areas described in "1" above; or

    3. At least three years of the experience required in "1" above.

    A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work license (LMSW) must be obtained within one year of appointment.



    Note:

    Employees who fail to obtain their LCSW or LMSW within one year after appointment may have their probationary periods extended for no more than six months.

    Failure to obtain the LCSW or LMSW by the end of the probationary period will result in dismissal.

    At least one year of the required experience described in "1", "2" and "3" above must have been obtained in the last five years.
