    Chief Strategy Officer Brief & Expectations

    Community Health Action of Staten Island is a leading provider of social services and care management working to eliminate the negative health impacts of poverty and lack of access – the social drivers of health – through preventive and responsive programs and services. Through individual and group interventions, outreach and education initiatives, and a wide portfolio of services, CHASI helps Staten Islanders struggling to manage chronic health conditions, domestic violence, substance use disorder, and other health issues.

    The search team at CHASI is seeking a hardworking and dynamic leader to be the Chief Program Officer (CSO).


    The reason for this vacancy is a positive one – CHASI is ready to grow. This brand-new role will move CHASI forward in reaching our strategic goals for growth and expansion. Ideally the new CSO will start no later than July 2024.

    CHASI's operating budget has more than doubled in the past 10 years, growing from $5.5M to $12M. As a member of CHASI's executive leadership tea, the CSO will continue this growth the CSO will play a pivotal role in driving the development and execution of strategic initiatives to advance the agency's mission of improving the health and well-being of Staten Islanders and beyond. Collaborating closely with senior leadership and key stakeholders, the CSO will identify opportunities for innovation, expansion, and sustainable impact across all programs and services. Upholding our core values of commitment to community, quality, integrity, and solutions-driven thinking, the CSO will lead efforts to foster strategic partnerships, enhance external relations, and support continuous quality improvement within our programs. This leadership role will be instrumental in shaping the future direction of the organization and maximizing our impact on the communities we serve.

    In addition to key job responsibilities, the right candidate will also:

    • Be able to conduct a thorough analysis of internal and external factors affecting the agency's operations and identify strategic priorities that reflect our commitment to excellence and innovation.
    • Be curious about how things work and listen carefully to the concerns and thoughts of the CHASI community.
    • Understand and monitor industry trends, policy changes, and best practices to inform strategic decision-making and ensure solution-driven approaches.
    • Cultivate strategic partnerships with government agencies, community organizations, healthcare providers, and other stakeholders to enhance the agency's reach and impact.
    • Commit to the agency's ongoing health equity and anti-racist work.
    • Possess the ability to grasp complex funding and implementation plans and get buy-in from internal and external stakeholders.
    • Skilled in strategic planning, data analysis, quality improvement, and grant writing.

    Organizational highlights:

    • CHASI takes a community-based approach to growth and program development. In fact, areas of recent expansion are those with hyper-local scope and focus. Examples include Hotspotting for opioid overdose prevention and vaccine equity work in NYCHA housing developments.
    • CHASI invested in a pay equity study that informs the way we promote and compensate our employees. Pay brackets and expectations at each supervisory level are available to all employees.
    • Diversity is not limited to front-line workers; CHASI's leadership is diverse in race, education, and background, including people with experience in government, education, hospitality, and technology.
    • CHASI has a strong board of directors who volunteer and support leadership and new initiatives. The board is balanced with trusted leaders and new directors. The CSO will regularly engage with the board.
    • CHASI is financially stable with a proven record of effective fund development. Along with other senior leaders, the CSO will help plan for continued growth.

    Other key areas of responsibility:

    • Directly supervise and provide guidance to the Vice President of Communications and Development and the Associate Vice Presidents in our Data and Quality Department to ensure sufficient focus on our external communications strategies and internal data quality management. CSO will work with their department heads to develop annual work plans that delineate measurable quantitative and qualitative goals and strategies that are coordinated with the agency's vision for growth.
    • Represent CHASI in external forums, conferences, and events, advocating for policies and practices that advance our mission and values.
    Requirements:

    Applicant Requirements:

    • Masters or doctoral degree in related field (business administration, public health, social work, etc.)
    • At least 8 years of management experience in human services field

    Compensation & Benefit highlights:

    • Salary Range: $125,000-$145,000 annually, commensurate with experience and qualifications
    • Generous paid time off benefits including personal time available immediately upon hire, 4 weeks of vacation time, sick time, and 12.5 paid holidays.
