Description
The Assistant Director, Enterprise Risk Management (ERM) is a highly responsible position, directing the Metropolitan Airports Commission's (MAC) Enterprise Risk Management, Property and Casualty Insurance, and Occupational Health and Safety programs and activities.
The Assistant Director works collaboratively with employees and stakeholders to identify and mitigate risks, manage the MAC's insurance program, determine adequate coverage levels, make recommendations to renew or purchase new insurances, and investigate and monitor incidents.
Additionally, the Assistant Director oversees workplace health and safety plans and trends, develops, and executes training, and engages with staff to promote and improve safe work practices.
The Assistant Director increases ERM awareness and communication, prepares reports, makes presentations, ensures compliance with laws, regulations, policies, and procedures, and offers guidance regarding risk exposures.

Risk Identification, Intervention, and Insurance/Claims Administration
Directs, develops, implements, and monitors MAC's Enterprise Risk Management Program; identifies and mitigates risks that could adversely impact MAC's employees, equipment, physical facilities, and the general public.
Classifies, evaluates, and abates MAC's exposure to adverse events, loss and/or financial liability. Provides relevant, qualified measurements of the extent and nature of the MAC's risk profile and related impacts. Executes post-event/loss engineering and analysis to prevent future events/losses.Establishes an ongoing program of review and analysis of leases, contracts, laws, reports, rulings, field inspections and other appropriate methods to protect the interests of the MAC.
Uses knowledge of financial theory, including financial analysis, probability analysis, and business impact analysis to prepare and evaluate various alternatives.
Identifies and evaluates the possible risk financing alternatives such as elimination, reduction, retention and transfer appropriate to each situation.Prepares specifications and qualifications for the purchase of insurance portfolios and risk transfer alternatives as required by the MAC.
Provides analysis and recommendations to MAC's management and Commission members on the selection of insurance vendors and programs through proposals, competitive bidding, and negotiations.
Ensures timely and complete collection and dissemination of information on all claims against the MAC. Manages the prompt and proper settlement or defenses of claims.Develops and maintains a comprehensive system of information and documentation on Commission insurance policies, risk transfer alternatives, property values, facility data, fleet/inland marine, equipment, cyber and crime risk mitigation, inspection reports, claims, accidents, and other data as required to plan, administer, and evaluate the risk management function.
Occupational Health and SafetyDirects, develops, implements, and monitors occupational health and safety program activities, compliance, and communication, including but not limited to employee injuries and illnesses, chemical hazards and industrial hygiene, airport user incident reduction/prevention, fleet and equipment safety, and facility and construction site safety.
Promotes safety culture through the establishment and implementation of standardized occupational health and safety training programs, working groups, and committees.
Oversees organizational compliance with OSHA and workers compensation.Manages investigation and monitoring of workplace incidents, including root cause analysis, intervention, and corrective action.
Develops and directs the administration of a diverse range of policies, procedures, and programs governing occupational health and safety.
Continuously monitors and evaluates the efficacy of health and safety programs and procedures; assesses the distribution of work, support systems, and internal reporting; identifies opportunities for improvement and directs the implementation of change.
Implements a comprehensive occupational health and safety audit and inspection system across the organization.Builds an effective, integrated, and complimentary effort with MAC Emergency Manager, Manager, Safety Management Systems (SMS), and other safety-related functions to ensure organizational safety compliance and demonstrates sound business practices.
Stays abreast of best practices and changing laws and regulatory requirements, and related business impacts.Participates in the planning and operation of MAC emergency and catastrophe programs.
Works closely with the Manager, SMS to align occupational health and safety programs with SMS programs to mitigate risk, enhance safety, and maintain compliance with various regulations.
Internal and External RelationsCultivates collaborative and effective working relationships with all MAC departments and acts as a resource and guide in the areas of ERM, Insurance, and Occupational Health and Safety.
Employs change management, process improvement, conflict-resolution, and problem-solving techniques to foster internal engagement and accountability.Oversees the dissemination of information relevant to risk, insurance management, and workplace health and safety to employees, outside agencies, officials, citizens, tenants, contractors, and customers according to MAC's policies to preserve the best interests of the MAC.
Renders complete, accurate, and concise reports to MAC's management and Commission members concerning the status of MAC's risk management and workplace safety programs.
Maintains open communications and positive relationships with insurance brokers/agents, attorneys, direct underwriting companies, third party administrators and other insurance professionals to ensure MAC's access to competent professional services.
Negotiates agreements with insurance carriers, third party administrators, insurance commissions, rating bureaus, regulatory agencies, etc.Works closely with the insurance company, third party administrators, and outside attorneys to identify damages and settle claims sustained by the MAC.
Maintains membership and participation in relevant professional organizations, such as ACI, AAAE, PRIMA, and RIMS.Planning & Budgeting

MINIMUM REQUIREMENTS
Bachelor's degree in risk management, safety, industrial hygiene, finance, business management, or a related field
Eight years of experience in risk management to include management of insurance portfolios, evaluation of insurance needs, risk and loss control, and safety and risk reduction, with a thorough understanding of insurance products and ERM systems
In lieu of a bachelor's degree, 12 years of experience in risk management to include management of insurance portfolios, evaluation of insurance needs, risk and loss control, and safety and risk reduction, with a thorough understanding of insurance products and ERM systems
Four years of experience leading and supervising a risk management team
Experience with enterprise risk management approaches and objectives (e.g. risk management framework, risk appetite, material risk identification, risk measurement, policy development, regulatory capital, data governance, committee governance).
Experience drafting and negotiating contract indemnification and insurance language, waivers, immunity, and tort liability in compliance with applicable laws
Experience in data analytics to identify, forecast, and mitigate potential loss.
Knowledge of workers' compensation insurance and claims
Experience managing or working in a safety or industrial hygiene function
Working knowledge of applicable federal, state, and local safety regulations

This position provides an opportunity for on-site and remote work. MAC's remote work policy requires employees to be on-site three days of the week. Among the three on-site days, one of them must be either a Monday or a Friday.
