    Description


    Develops and manages benefit policies, procedures, and programs, including but not limited to: retirement, group medical, dental, vision, life and disability plans.

    Ensures plan integrity through work with outside consultants, record keepers and trustees in managing the plans. Prepares, distributes and oversees the effective communication of benefits and related information to all NRA staff. Ensures the competitiveness of all benefit programs. Maintains legal compliance on all benefit plans. Manages, updates and ensures integrity of all HRIS systems. Oversees the processing and legal compliance for the payroll processing function. Maintains relationship with HRIS, payroll and tax filing vendor.

    ResponsibilitiesDevelops and manages employee benefit policies, procedures, and programs including but not limited to group medical, dental, vision, life, AD&D, STD/FMLA, LTD, Prescription Drug, FSA, Tuition Reimbursement, COBRA, HIPAA, Health Care Reform, Defined Benefit Pension Plan, 401(k) Plan, 457b Plan, 457(f) Plans, Executive Benefits, Workers Compensation, Retiree Bank Hour program, and EAS.

    Administers the benefit programs in an efficient and cost-effective manner. Oversees proper and timely enrollment and terminations in the plans and maintains payroll deductions for such plans. Ensures accurate billing from benefit vendors. Stays abreast of all new and upcoming legislation affecting benefit plans.
    Develops and maintains record management procedures that maintain, update, and retrieve data in an accurate and expeditious manner.

    Responsible for the integrity of the HRIS and oversees the maintenance of all personnel records on the HRIS, making maximum and creative use of the system capabilities.

    Responsible for all maintenance of all HRIS systems using software, tax revisions and daily import/exports between systems. Controls security level for all users. Customize systems using vendor tools to create program efficiencies. Lead support for technical errors inside HRIS systems. Investigates and recommends other HR systems for upgrades and market offerings.
    Develops and manages the payroll processing and tax compliance function. Oversees all payroll processing by ensuring policies and wage and hour laws are adhered to. Maintains relationship with payroll and tax filing vendor making suggestions for efficiencies as necessary. Manages the payroll related journal entry process. Handles the payroll operating budget.

    Completes high level audit of each payroll processing ensuring the integrity of systems, adherence to applicable laws, compliance with NRA policies and record management procedures.

    Prepares federal reports and filings including but not limited to:

    Form 5500, Summary Plan Descriptions, Summary Annual Reports, PBGC filings, as well as all IRS required plan submissions for determination.

    Oversees the review of all federal, state and local employee tax filings. Responsible for preparation and distribution of all ERISA required reporting and disclosure documents.
    Works with outside consultants, record keepers, representatives and trustees in managing all of the benefit and payroll programs. Serves as primary liaison and problem solver with all vendor representatives.
    Counsels and advises employees and management on eligibility for benefit programs, changes in status, terminations, retirement, and problem resolution. Responds and oversees employees inquires on pay and benefit issues, informs employees on pay procedures and standard NRA policies.
    Develops, distributes, and oversees effective communication of benefits and payroll related information to all NRA staff.

    Oversees and participates in the new employee benefit orientation process, ensuring employees will be properly briefed on the various benefit offerings and payroll procedures.

    Will ensure employees inquiries are properly addressed and responded to quickly. Prepares and distributes all benefit and payroll communication materials. Supervises output from the Benefits and Payroll Specialists. Takes lead on benefit projects that require additional assistance to ensure completion in a timely manner.

    Coordinates all vendor payments with Treasury and FSD.Coordinates NRAs compliance with OSHA and Workers Compensation requirements as governed by State and Federal law.

    Maintains consultant and insurance relationships with OSHA consultants and Workers Compensation insurance carrier and/or brokers. Prepares applicable data for annual Workers Compensation audit.
    Main contact for all benefit and payroll internal audits. Works closely with outside accountants and the NRA Treasurer and FSD during plan audits and financial statement preparation.

    Prepares benefit/payroll data for the annual Form 990.Assists in the development of NRA policies and procedures and in the communication of NRA policies and procedures.

    Maintains and oversees the tuition reimbursement program. Approves all requests based on budget and proper documentation.


    QualificationsEDUCATION AND EXPERIENCE:
    Requires a degree in a related field or 6-10 years of related experience

    KNOWLEDGE, SKILLS, AND ABILITIES:
    Demonstrated communication and organizational skills. Extensive knowledge of various federal and state regulations pertaining to employment, wage and hour laws, and benefits. Ability to work with multiple interruptions, resulting in the need to re-prioritize tasks. Ability to explain complex material so that employees fully understand. Strong customer service orientation and employee relations skills. Must be detail oriented, organized, and willing to follow-up as needed. Must exercise considerable initiative, excellent judgment and discretion. Ability to work in a high-pressure environment while maintaining composure, courtesy and humor. Familiar with various federal and state regulations pertaining to wage and hour and benefits. Strong commitment to excellence, professionalism and teamwork imperative.
