    Job Summary

    This position has a flexible work arrangement that may allow for telework or a mixture of working in our office and telework.

    This position analyzes, develops, implements, supports and maintains health care eligibility policy, operational initiatives, and communications across Minnesota Health Care Programs (MHCP), with a focus on Medical Assistance (MA) for children in temporary or permanent out-of-home placements, including children in federally- or state-funded foster care, former foster care youth (FFCY), children who receive kinship assistance, and children who receive adoption assistance. This position is responsible for developing and maintaining robust a collaborative working relationship between the Minnesota Department of Human Services (DHS) and the Department of Children, Youth, and Families (DCYF), and coordinates eligibility policy, operational initiatives including program procedures, communications, and implementation with these stakeholders. In addition, this position ensures that eligibility policy objectives and standards are established to comply with the Health Care Eligibility and Access (HCEA) division vision and objectives and are carried out in accordance with the Department's mission and core values.

    Qualifications

    Minimum Qualifications

    Three (3) years professional experience researching, analyzing, and communicating complex policies or laws in one or more of the following areas:
    • Eligibility rules for Minnesota Health Care Programs (Medical Assistance, MinnesotaCare and Minnesota Family Planning Program), MNsure programs, or other state's Medicaid, Children's Health (CHIP), or Basic Health Program.
    • Minnesota or other state's Foster Care, Kinship Assistance or Adoption Assistance programs.
    • Law practice with focus on health law, public program eligibility rules, Social Security or disability law.
    ***Bachelor's degree in political science, public administration, sociology, English, or related field may substitute for 1 year of professional experience OR Juris Doctor (J.D.) or Master's degree in public policy, public administration, public health, health policy, law or related field may substitute for 2 years of professional experience***

    Preferred Qualifications

    • Master's degree in public policy, public administration, social work, law, or related field.

    • Extensive experience with Minnesota Health Care Programs and relevant state and federal laws.

    • Knowledge of the Minnesota child welfare system and relevant state and federal laws.

    • Experience developing strong partnerships; communicating clearly and professionally with a variety of individuals/groups, in person and in writing.

    • Experience presenting new policies, changes, and clarifications to a broad audience.

    • Experience working with IT systems changes and business requirements

    • Variety of experiences working effectively with others from different backgrounds and cultures.
