Nature of Work
Under general supervision, the Transportation Engineer Associate performs professional engineering work in the planning, design, construction, maintenance and operation of highways and their attendant facilities and structures. This position will serve as a staff engineer within the Laboratory Support Section. This employee will review and stay updated with current American Society for Testing Materials (ASTM) and American Association of State Highway and Transportation Officials (AASHTO) standards to ensure Laboratory compliance with these guidelines. The employee will serve as a contributing member on national committees such as the Committee on Materials and Pavement and the AASHTO Product Evaluations and Audit Solutions. This employee will read, interpret and update Specifications and Division Materials Procedures to ensure that the West Virginia Division of Highways (WVDOH) complies with all Federal guidelines and aligns with national standards for the testing and acceptance of materials on WVDOH projects. The employee will review and document work performed by other Division and DOH employees to meet the Federal Highway Administration's (FHWA's) guidelines for independent assurance. The employee will serve as the voting member for the Materials Procedure Committee. This position requires some travel; therefore, a valid driver's license is required. Work is performed within a defined framework of policy, but the incumbent independently makes engineering decisions within that framework and may make or assist in making broad decisions in setting objectives and goals. May supervise lower level employees. Performs related work as required.

Typical Duties and Responsibilities
• Reviews design plans for accuracy and completeness from conception to finish.
• Prepares special engineering reports for higher level executives.
• Trains and evaluates personnel to ensure quality work.
• Plans, schedules, and coordinates the activities of sections or groups.
• Evaluates the performance of subordinate engineers and other personnel.
• Serves as a district or division engineering head for a unit or functional area.
• Evaluates data collected by field personnel and incorporates same into studies and plans.
• Reviews contract plans, specifications, test results, and agreements from an engineering aspect for accuracy and completeness.
• Performs duties in a transportation engineering specialty such as concrete, steel, bituminous materials, environmental measurements, geotechnical evaluations, instrumental analysis, computer applications, structural analysis, electronics, metallography, corrosion, welding and mathematical analysis, transportation systems analysis, route location, project evaluation, transportation planning, design, pavement, hydraulics, or other related fields.
• Travel may be required; therefore, a valid driver's license may be required.
Required Skills and Knowledge
• Knowledge of the current principles, methods, and practices of civil engineering.
• Knowledge and understanding of internal policies, procedures and practices of the Department.
• Knowledge of engineering research techniques.
• Ability to supervise and plan, organize, direct, and coordinate the activities of professional engineering staff.
