- Monitor contractor's performance through conversations, correspondence, and review of payment vouchers.
- Responsible for pre-award and post-award functions for A-E, construction, supply and service requirements.
- Develop solicitation/amendment documents, incorporating provisions such as cost accounting standards (CAS), cost or pricing data, special testing requirements, GFP, and payment provisions as required.
- Research procedures, policy, and regulations to provide technical advice to management, district operating elements, and lower-graded contract specialists and technicians.
- Negotiate settlements and processes modifications when changes occur within contracts.
- Responsible for pre-award and post-award functions for Architecture –Engineering, construction, supply and service requirements.
- Analyze complex scopes of work to ascertain fund availability and most practical and advantageous method of procurement.
