Summary This position is part of the Assistant Deputy Administrator for Secure Transportation.A successful candidate in this position will serve as Management & Program Analyst, responsoble for interacting with DOE/NNSA headquarters and program office, nuclear weapons design labs, plants, and sites, and the Department of Defense to ensure nuclear weapon transportation and classification policy is technically accurate, concise, consistent, and properly applied.
Responsibilities As a Management & Program Analyst, you will:Provide expert advice to NNSA managers and employees on NNSA and DOE classification policy, procedures related to technical issues and ensures implementation of information security policies and procedures, providing extensive coordination within the NNSA and its field elements, and with DOE, National Laboratories, other government agencies, and contractors, and foreign governments, the development of specialized classification guidance.
Review and analyze program classification guides in assigned areas for conformance with DOE and NNSA classification policy and its application to projects and mission programs under their jurisdiction, recommending, as appropriate, approval or changes, conducting classification policy analysis.
Conduct Derivative Classifier training and classification audits/assessments for OST Headquarters and geographically separated units. Serve as the custodian for OST owed classification guides. This includes updating, communicating, interpreting, and assessing implementation of guides. Requirements Conditions of Employment Subject to Random Drug Testing Must pass a pre-employment drug test. Favorable suitability determination required. Financial Disclosure is required. Must be able to obtain/maintain a Q level Security Clearance. You must be a United States Citizen. This employer participates in the eCompliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.
May be required to successfully complete a one (1) year probationary or two (2) year trial period.Employees serving on a probationary or trial period may be terminated at any time during the probationary or trial period for performance, conduct, or business-related reasons in the interest of Federal service.

Trial periods are required for all excepted service employees. Trial periods served in the same position and agency with no break in service will satisfy the requirement.Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12 equivalent.
Specialized experience for this position is defined as:

Evaluate declassification proposals and prepare analysis papers supporting the declassification decision, including interaction with the Technical Evaluation Panel. "Experience" refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
