    Summary This position is located in the Air Traffic Organization (ATO), Mission Support Services, International Office.

    The ATO International office is responsible for providing effective, consistent, and well-coordinated leadership and strategic for the ATO to achieve its global strategies of air traffic management harmonization, standardization, advocacy and technical and operational support.

    Responsibilities The management and program analyst serves as analyst and advisor to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management of Federal agencies or both.

    This position requires experience and expert knowledge of the substantive nature of agency programs and activities:

    agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.

    The Analyst is responsible for the analysis, evaluation and coordination of ATO international collaboration in operational, strategic and technical forums as needed.

    This activity includes event coordination, the development of meeting materials, coordination of FAA position papers, preparation of delegations including the development of executive travel packages and the development and distribution of meeting minutes and actions.

    As needed, facilitates the interaction between the Office of International Affairs (API) and the office of the General Counsel (AGC) with ATO offices engaged in international activities, including the development and execution of bilateral and multilateral agreements.

    Additional responsibilities include internal and external communication and execution of international program and policies for the ATO as well as the provision of international guidance, expertise and logical support to diverse service and business units within the ATO, to improve processes.

    The Analyst is recognized as a subject-matter expert in ATO International policies and programs and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

    May act as a principal specialist to develop new and innovative approaches, methodologies, and techniques or as a team leader to define and direct challenging projects/ programs/activities.

    Applies experience and knowledge of ATO International policies to conduct functional activities for projects/programs which often require development of new and innovative approaches.

    Conducts organizational studies and evaluations to identify and resolve challenging technical and/or operational problems or issues which often cross organizational boundaries and impact on the accomplishment of strategic objectives.

    Contacts are internal and external.

    Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures.

    Formulates and recommends to senior management positions on major projects/ policies/issues.

    Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution.

    Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.

    Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues which often cross multiple projects/programs or functional areas.

    Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and jointly resolve problems. Work typically is reviewed only at completion for success in achieving planned results.

    Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB's/SO's and often impact on the objectives of the FAA.

    Qualifications Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

    To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.


    SPECIALIZED EXPERIENCE is defined as:
    Experience conducting studies of organizations' aviation policy and procedures. Experience identifying and analyzing issues related to international operations and recommending solutions. You should include relevant examples of the specialized experience in your work history. Errors or omissions may impact your rating or may result in you not being considered.     AFSCME Interview Criteria:

    Article 42, Section 13 states: If the selecting official decides to interview any employee on the selection list for a vacancy, then all who remain under consideration for the position at that point in the process must be interviewed.

    If the selection list is shortened to a best qualified list through a comparative process, then the best qualified list shall be considered to be the selection list.

    If it is determined that interviews are required and telephone interviews are not utilized, travel expenses incidental to these interviews will be paid in accordance with the Agency's travel regulations and this Agreement.

    This is a temporary appointment or promotion NTE 2 YEARS; however, it may be extended or terminated at any time, at management discretion.

    It will not be made permanent at any time in the future. Education No Education is required. Additional Information We may use this vacancy to fill other similar vacant positions. Position may be subject to a background investigation. A one-year probationary period may be required.
