    General Definition of Work

    Performs difficult skilled technical work assisting in the development and administration of personnel programs and services, preparing, processing and managing recruitment and selection activities, conducting new employee orientation and open enrollment, administering classification, compensation, benefit and employee training programs, and related work as apparent or assigned. Work is performed under the limited supervision of the Human Resources Director.

    Examples of Duties
    • Assists in developing and implementing personnel policies and procedures; interprets policies and provides information and assistance relative to all personnel program areas and related issues; recommends or initiates personnel actions as needed.
    • Designs recruitment strategies to address specific and on-going needs; administers recruitment process; advertises vacancies; prepares and maintains classification descriptions; processes applications and maintains applicant tracking system; represents the County at job fairs and special programs; conducts new employee orientation sessions.
    • Develops and conducts an annual classification review of County's positions; proposes and defends changes to the classification system; designs, prepares and distributes annual salary survey; compiles and submits results to respondents.
    • Oversees the administration of all County benefits; coordinates benefit activities including open enrollment and qualifying event activities; serves as liaison between benefit providers to resolve issues; counsels employees on benefit decisions; monitors insurance utilization data; assists the Director in evaluating the costs and performance of the benefits programs and services.
    • Analyzes complex personnel issues, compiles data, and makes oral and written recommendations; assists Director with complaint investigations, charges and claims.
    • Coordinates and conducts training programs and other personal/professional enrichment activities; secures outside speakers or vendors; analyzes and assesses training needs.
    • Plans employee events such as New Employee Orientation, Employee Service Awards, etc.
    • Assists with the department budget and monitors expenditures.
    • Manages the Family Medical Leave Act program; prepares and submits required notices; works with department personnel to track leave; communicates processes, rights and responsibilities to employees.
    • Prepares and maintains a variety of personnel reports; receives and analyzes data and makes recommendations based on findings.
    • Assists with the annual performance evaluations; advises supervisors, directors and staff as needed.
    Knowledge, Skills and Abilities
    Thorough knowledge of personnel and human resource management practices and procedures; thorough knowledge of personnel laws, rules and regulations; thorough knowledge of research, data analysis and report presentation techniques; thorough knowledge of standard office procedures, practices and equipment; general knowledge of State regulations regarding the release of employee files; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to communicate and present ideas effectively both orally and in writing; ability to exercise tact and discretion in handling confidential personnel files; ability to work under pressure by handling multiple tasks and deadlines simultaneously; ability to work independently with minimal supervision; ability to organize work and assist in the communication of various human resources programs and policies; ability to apply established policies, practices and procedures; ability to establish and maintain effective working relationships with associates, employees, and the general public.

    Physical Requirements
    This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires walking and occasionally requires standing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

    Minimum Qualifications

    Bachelor's degree with coursework in human resources, business administration, or related field and considerable experience in human resources management, or equivalent combination of education and experience.

    Must have a valid driver's license.
    Must be a current Rockingham County Government Employee.

    Special Requirements:
    Preference will be considered for applicants that have Moderate experience using One Solution Software.

    The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs. Ford Federal Direct Loan after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers.     Medical, Dental, and Vision Insurance

    For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

    Paid Time Off

    This benefit is available to regular employees working at least 20 hours per week. Time off includes:

    Local Government Retirement System

    All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.

    Supplemental Retirement Plans

    NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.

    Other Insurance

    Insurance such as life, short term disability, and cancer care are available to regular employees and can be paid through payroll deduction.

    Direct Deposit

    All employees are required to have direct deposit.

    Other Benefits

    Credit Union: Employees of the County are eligible to open accounts at the Local Government Federal Credit Union.

    Annual longevity payment beginning with the 6th full year of full or part time regular employment
