    Overview:

    The Gas Compliance and Quality Assurance Manager serves as the primary liaison between the gas business and the Rhode Island Division of Public Utilities and Carriers (RIDPUC). Leads a team of 8-12 management employees and includes responsibility for managing an annual operating budget of ~$1.5m. This role interacts closely with functional leads to ensure execution of field activities is performed in accordance with state and federal pipeline safety regulations and within prescribed regulatory timeframes. Serve as the point of contact for the state regulatory enforcement agency regarding all routine and formal compliance matters. Responsible for development and execution of a risk-based quality assurance plan and sharing of findings with key internal stakeholders to drive improved compliance performance and reduction of pipeline safety associated risks. Shares performance results with the gas business and collaborates with internal departments to identify and pursue compliance improvement opportunities.

    Responsibilities:

    Core Responsibilities:

    • Interact with state regulatory representatives, respond to routine regulatory inquiries within prescribed timeframes, and facilitate formal regulatory audits including business preparation and audit finding response coordination and closeout.
    • Collaboration with business leads to research and gather operational data necessary to develop formal business responses to RIDPUC audit findings, compliance notices, information requests, and alleged compliance violations.
    • Support formal regulatory hearings for compliance related matters (i.e., NOPV hearings).
    • Responsible for managing and maintaining a library of gas regulatory compliance documents and associated company responses via an electronic database accessible to key internal stakeholders.
    • Regulatory compliance performance reporting, including identification of non-compliance trends observed in regulatory notices and quality assurance findings.
    • Share performance results through compliance reporting and collaboration with the business to determine quality and procedural compliance improvement opportunities. Assist in development of corrective action plans.
    • Evaluate the effectiveness of company procedures and work practices for compliance with state and federal gas pipeline safety regulatory requirements.
    • Collaboration with RIE Gas Technical Training and Resource Planning to embed learnings from regulatory non-compliance trends and quality assurance inspection findings to enhance technical training curriculum and work planning methodologies.
    • Support activities related to federal pipeline safety code changes. Includes review of proposed rulemaking notices, sharing of proposed changes and business impacts with key internal stakeholders, coordination of responses, participation in external collaboratives to develop industry responses to proposed regulatory changes, and facilitation of implementation plans building following passage of new or revised federal codes.
    • Responsible for PHMSA notification of reportable incidents
    • Develop, execute and monitor annual risk-based quality assurance plan that aligns assurance activities with current pipeline safety and compliance risks.
    • Manage contractor and budgetary requirements associated with performance of quality assurance inspections.
    • Lead and direct a team of field inspectors that conduct compliance assessments and focused re-dig inspections.
    • Serve as the owner of I-Auditor inspection data and content.
    • Engage with and manage Field Operations stakeholder relationships.
    • Represent RI Energy, via leading and/or participation, on external gas industry policy committees or NGA/AGA technical working groups.
    Qualifications:

    Basic Qualifications:

    • Bachelors degree, or 5+ years of related work experience
    • Excellent interpersonal skills and ability to work cross-functionally with diverse teams (strong negotiation, conflict management and problem-solving skills)
    • Ability to develop positive working relationships across multiple workstreams and influence outcomes
    • Excellent oral and written communication skills
    • General understanding of gas business operations and pipeline safety regulations
    • Ability to understand and interpret gas industry codes and standards

    Preferred Qualifications:

    • Advanced business degree
    • 7+ years leadership experience with broad exposure in gas and/or electric distribution and metering systems
    • Previous experience in gas operations and/or regulatory compliance related technical knowledge
    • Knowledge of company systems, gas business processes and work methods
