    SUMMARY

    The Department Manager is responsible for the management and supervision of all Natural Resources department functions, staff and operations within the goals and objectives established by management. This position oversees the Agricultural, Biological Services (Great Lakes), Environmental Services, River Restoration, Marina and other programs assigned to the department.

    EDUCATION and/or EXPERIENCE

    • Bachelor's Degree in Environmental Sciences, Business Administration, Public Administration, or in a related field required.
    • Two years of experience in a Natural Resources position and two years of supervisory experience.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Manage GTB tribal response to evolving conditions in federal decree management related to US v MI litigation for off-reservation treaty fishing, and off-reservation treaty hunting and gathering.
    • Attending CORA functions as needed.
    • Expert knowledge on biodiversity & ecosystem issues related to treaty resource management as defined and implemented within the parameters of the Great Lakes Fishing Decree and implementing regulations for inland off-reservation treaty hunting, gathering, and fishing in accordance with the Tribal Consent Decree.
    • Able to manage and coordinate the tribal response and implementation of its treaty-allocated hunting, fishing, and gathering rights; and to respond to evolving conditions on biomass and biodiversity in the Great Lakes; and parallel management issues for inland hunting and fishing; knowledge of tribal conservation enforcement management structures.
    • Principal response person for GTB's co-management of habitat diversity under federal law, whether statutory or federal consent decree, and tribal community participation in natural resource environmental management and tribal environmental policy development
    • Prepare summary reports for all Natural Resources programs to Tribal Manager and Tribal Council.
    • Prepare schedules, upcoming meetings, travel arrangements, and deadlines.
    • Conduct staff meetings as required.
    • Educational information and programming on natural resources programs.
    • Encourage tribal members through training, job shadowing, and educational programming into the natural resources field.
    • Establish and incorporate culturally based educational programming.
    • Collaborate with other departments.
    • Assist with the Fishing, Hunting and Gathering regulations.
    • Establish work priorities and assignments within the department.
    • Participate in the development and implementation of ordinances and regulations.
    • Direct the formulation and implementation of program changes as required through the subordinate staff.
    • Allocate and reprogram resources within the Natural Resources Department as required to accommodate changing conditions.
    • Establish accountability and responsibility within the department and achieve an equitable distribution of appropriate organizational resources through changes in the structure and alignment of functions.
    • Initiate, via tribal and local media channels, a viable information awareness program detailing programs and services offered by the Natural Resources Department.
    • Oversee the budget preparation involving all operational activities within the department.
    • Complete timely, in-depth fiscal reviews of each program with the appropriate program/activity supervisors.
    • Evaluate for merit all recommendations and/or criticisms received and direct appropriate adjustments or changes or elevate concerns to appropriate level.
    • Establish necessary internal controls and safeguards to protect Government-owned resources against fraud, waste, and abuse.
    • Provide assistance and direction to staff subordinates in preparing departmental actions that ensure uniformity and consistency in carrying out policy and operational activities.
    • Maintain liaison with social and special service-related organizations.
    • Attend and/or ensure proper department/tribe representation at meetings that relate to Natural Resources Department programs.
    • Ensure that departmental budgetary goals are achieved providing programs that are cost effective and insofar as possible, financially self-sufficient.
    • Other duties as assigned by supervisor.

    OTHER SKILLS AND ABILITIES

    • Must have outstanding written and verbal communication skills.
    • Good time management and organizational skills are critical.
    • Excellent interpersonal skills in the seven grandfather teachings.
    • Exceptional detail and follow-up skills.
    • Work requires computer literacy, preferably in Windows, Word, Excel, and use of associated peripherals.
    • Advanced proficiency in leadership and management skills and techniques.
    • Ability to quickly evaluate alternatives and decide on a plan of action.
    • Basic knowledge of business, budgeting, accounting, purchasing and planning.
    • Advanced knowledge of applicable laws, regulations, rules, procedures, and administration is required

    EDUCATION and/or EXPERIENCE

    • Bachelor's Degree in Environmental Sciences, Business Administration, Public Administration, or in a related field required.
    • Successful completion of Program Director's Training within one year from the date of hire.
    • Two (2) years of experience in Natural Resources leadership position.

    DRIVING REQUIREMENTS

    • Must have a valid unrestricted driver license and be insurable by the GTB insurance carrier.

    SUPERVISORY RESPONSIBILITIES

    Exercises full, direct supervisory authority for departmental staff. Responsible for the overall direction, coordination, and evaluation of the subordinate work unit. Plans the work, sets priorities for completion, and assigns work to subordinates. Evaluates subordinates' performance and advises, counsels, and instructs them on work and administrative matters according to established policy and procedure.

    OTHER INFORMATION

    Federal Tax Exemption: 26 U.S.C. 7873(a)(1) provides an exemption from federal income tax on income, including wages, derived by members of the Tribe in the exercise of a fishing rights-related activity of the Tribe. 26 U.S.C. 7873(a)(2) provides an exemption from federal employment taxes, including FICA taxes, on wages paid to members of the Tribe for services performed in a fishing rights-related activity of the Tribe.

    In accordance with the fishing rights-related tax exemption listed above, GTB has evaluated and determined that this position (Natural Resources Department Manager) will be set at 75% tax exempt. This percentage will be re-evaluated and examined on an annual basis to determine validity in the percentage.

    EQUIPMENT TO BE USED

    General office equipment; calculators, computers, modem, copiers, fax, phone systems, etc.

    TYPICAL PHYSICAL DEMANDS

    Work requires sitting, lifting, reaching, walking, and occasionally lifting to fifty pounds. Also requires manual dexterity to operate office equipment, keyboarding, copiers, etc. Regularly requires verbally expressing or exchanging ideas of important instructions accurately, loudly, or quickly.

    TYPICAL MENTAL DEMANDS

    The employee uses judgement in identifying and selecting the most appropriate procedures to use, or in determining which of several established alternatives to use. Some deadlines involved, so there is time pressure on occasion.

    WORKING CONDITIONS

    A good deal of work is performed in an office environment, but it is important to realize that some of the work you are regularly subject to outside environmental conditions and to wet and/or humid conditions, and that you are expected to go on-site on a regular basis.

    COMMENTS

    Native American Preference will apply. Must be willing and able to pass a background investigation and a drug and alcohol urinalysis as a condition of employment. Adherence to strict company policy regarding confidentiality is a must.
