    Currently, ManTech is seeking a motivated, career and customer-oriented IT Network Operations Manager to join our team in the Fairmount, WV area
    The National Oceanic and Atmospheric Administration (NOAA) Office of the Chief Information Officer (OCIO) is seeking to acquire an integrated approach to support operations for NOAA Cyber Security Center (NCSC) and Department of Commerce's (DOC) Enterprise Security Operations Center (ESOC)
    The NCSC and ESOC will provide integration across NOAA and its partners; DOC and its bureaus into the cybersecurity posture of its information systems of significant on-going cyber threats, events, and incidents, allowing management to make priority-based resourcing decisions
    Both NCSC and ESOC will not exercise operational control of participants systems and/or networks
    The focus of the NCSC and ESOC is to integrate, correlate, and enrich disparate information sources to provide actionable intelligence and advance information systems to a strong cyber security posture
    The Infrastructure and Enterprise Security Engineering team plan, architect, engineer, and propose new and/or improved infrastructure and systems architecture to meet the current and future needs of the NCSC
    They will Identify opportunities and transition services to cloud service providers and maintain and augment the IT systems operations that support the NCSC's FISMA High IT infrastructure on a 24/7 on call basis
    Our team will provide automated infrastructure system health and services monitoring, automated network and host vulnerability scanning; coordinate and conduct evaluations of network activities and cybersecurity events; Analyze vulnerability assessment results; Maintain access to inventory of IT assets and apply DOC and NOAA's accepted standard security configurations; Operate and maintain Multi-Agency Trusted Internet Connection (TIC) for NOAA and its partners that are compliant to latest CISA TIC reference architecture and provide Federal zero trust architecture (ZTA) strategy for NOAA and its partners

    Responsibilities include but are not limited to:

    • As the Operations Manager, you will lead our team to perform design and review specifications for onboarding new technologies or enhancing existing technologies to improve overall security posture while maintaining cost effectiveness.
    • Additionally, you will plan, manage tasks, and direct resources to operate and maintain the FISMA High system computers and networks used by the NCSC

    You will lead our team to determine security requirements by evaluating business strategies and requirements; researching information security standards; conducting system security and vulnerability analyses and risk assessments; studying architecture/platform; identifying integration issues.


    • Plans security systems by evaluating network and security technologies; developing requirements for local area networks (LANs), wide area networks (WANs), virtual private networks (VPNs), routers, firewalls, and related security and network devices; designs public key infrastructures (PKIs), including use of certification authorities (CAs) and digital signatures as well as hardware and software; adhering to industry standards.
    • You will ensure that that the team maintains security plan by monitoring and ensuring compliance to standards, policies, and procedures; developing and conducting training programs; Maintain security standards of the information systems by monitoring the IT environment; identifying security and operational gaps; evaluating and implementing enhancements and Prepares system security reports by collecting, analyzing, and summarizing data and trends

    Basic Qualifications:

    • Possess one of the following technical certifications: ISC2 Certified Information Systems Security Professional (CISSP); ISC2 Information Systems Security Architecture Professional (ISSAP) - highly desirable; ISC2 Certified Cloud Security Professional (CCSP); GIAC Security Leadership Certification (GSLC); Cisco Certified Architect (CCAr); Cisco Certified Design Expert (CCDE); Cisco Certified Internetwork Expert (CCIE) Security
    • A bachelor's degree
    • A minimum of (5) five years of demonstrated experience managing and securing complex federal networks.
    • Demonstrated experience operating and maintaining FISMA High systems and networks

    Preferred Qualifications:

    A master's degree Clearance Requirements:

    • Must be a U.S
    citizen.

    • Must hold a current Top-Secret clearance

    Physical Requirements:

    • Must be able to be in a stationary position more than 50% of the time.
    • Must be able to communicate, converse, and exchange information with peers and senior personnel.
    • Constantly operates a computer and other office productivity machinery, such as a computer.
    • The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations
    Must be able to exchange accurate information in these situations.

    • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc
