    Overview:
    Duties:

  • Provides Title IV-D legal counsel on the behalf of the Commonwealth of Pennsylvania's interests in its children being properly supported.
  • Provides legal counsel and advise to assigned County Departments and to guide the County Departments in their activities, including but not limited to legal research and preparation of legal pleadings, contracts, and opinions.
  • Provides legal representation on behalf of Allegheny County and actively participate in pre-trial practice, trial litigation, and Appellate proceedings at both the State and Federal levels. Provide legal advice, services, and representation to Allegheny County Departments.
  • Represents the interests of Allegheny County in administrative matters before various state and federal agencies such as the EEOC, the Pennsylvania Human Relations Commission, the Unemployment Compensation Board, and the Personnel Board.
  • Interpret statutes and laws applicable to County Departments.
  • Drafts, reviews, edits, and finalizes various legal agreements such as contracts, leases, petitions, opinion letters and legal briefs for assigned County Departments.
  • Approves through DocuSign various legal agreements for assigned County Departments.
  • Provides other legal work, including civil litigation, as requested.
  • Abides by all applicable codes of ethics and professional responsibilities.
  • Knowledge, Skills, and Abilities Knowledge of:

  • Domestic Relations law – including state and federal law and regulations pertaining to the establishment and enforcement of child support orders, Employment law, Tort and other Civil law, Contract law, and civil rights law.
  • Applicable rules of court, civil procedure, appellate procedure, Rules of Evidence, and rules regarding professional responsibility.
  • General trial tactics and procedures.
  • Judicial and administrative procedures.
  • Skill in:

  • Microsoft Office Suite, PDF, Teams, Zoom, DocuSign, and office case management programs.
  • Ability to:

  • Represent the interests of the County, the Commonwealth of Pennsylvania, and custodial parents in establishing and enforcing child support orders.
  • Work with County personnel to defend Allegheny County in legal matters.
  • Work with County personnel, counsel and litigants to resolve disputes and negotiate agreements.
  • Timely prepare legal documents including various motions, releases, briefs, and contracts.
  • Prepare and handle motions work and trials in Pennsylvania and federal trial/district courts.
  • Prepare and argue appeals before the Pennsylvania and federal appellate courts.
  • Review and analyze proposed statutes, rules, and regulations.
  • Residency: Allegheny County within 1 year.
