Job Summary :
The Sr.
Compliance Manager reports directly to the Director of Compliance and plays a pivotal role in ensuring organizational adherence to regulatory standards and program requirements within the educational environment.
This position involves overseeing operating systems, management systems, administrative and management staff, and data monitoring to ensure accurate reporting and compliance with state and federal regulations.
The Sr.Compliance Manager serves as a subject matter expert in contract requirements and data systems, coordinating compliance efforts across various departments, providing training and guidance to staff, and assisting families with program inquiries.
Additionally, the Sr.Compliance Manager, reporting to the Director of Compliance supervises and oversees compliance efforts across operational departments, ensuring adherence to regulatory agency policies and procedures.
Responsibilities include overseeing site administrative tasks, operating systems, management systems, data monitoring, and compliance audits. The Sr.Compliance Manager will serve as a subject matter expert in the California Department of Education-Education Code-Title 5 as related to California State Preschool Program Standards (CSPP); California Department of Social Services-Welfare Institution Code and Education Code-Title 5 as related to Child Care Training and Referral (CCTR); Community Care Licensing-Title 22 as related to daily site health and safety requirements; Performance Standards as related to Head Start ; Welfare Institution Code related to California Adult/Child Food Program (CACFP), and Quality Rating and Improvement System (QPI) contract and licensing requirements, ensuring alignment with state and federal regulations, while providing direction, training, and guidance to staff to maintain a safe and nurturing atmosphere within the organization.
Summary of essential job functions :
Ensure adherence to all program Standard Operating Procedures.
Oversee compliance with Performance Standards for Head Start, California Department of Education regulations for California State Preschool Program-Title 5 and Education Code, and California Department of Social Services regulations for Child Care Training and Referral-Welfare Institution Code & Title 5; California Adult Child Food Program; Community Care Licensing-Title 22; Head Start Performance Standards and Quality Rating Improvement Systems.
Conduct program compliance audits for various programs to ensure alignment with state and federal regulations.Advise monitoring processes as needed and develop systems for ongoing monitoring, data analysis, and evaluation.
Conduct internal audits, develop Corrective and Quality Improvement Plans (CAPs), and provide technical assistance and training to staff on quality improvement initiatives.
Manage and support the Quality Assurance & Monitoring Tool in ChildPlus, including timelines and Corrective Action Plan updates to policy/procedures based on systemic findings.
Ensure site administrative staff are supporting the Site Directors & AD FSCross-trained across all departments.
Track, oversee, and review various data systems (PLIS, CDMIS, CareConnect, ChildPlus, CareWait, Paylocity) for compliance.
Provide training to staff on data system usage and compliance requirements.
Assist with implementation systems for monitoring and ensuring accurate program attendance across various programs.
Utilize software systems for enrollment, attendance, meals, state applications, fee reporting, 9400's, etc.
Always ensure 100% enrollment and compliance across all departments.
Advise monitoring processes as needed and develop systems for ongoing monitoring, data analysis, and evaluation.
Responsible for the implementation, management, & development of staffing schedules-Paylocity Site scheduler.
Manage front office staff, monitor staff prep-time logs, and facilitate training and technical assistance for staff.
Coordinate and promote scheduled events and staff meetings.
Assist in the development of site preparations for tours and inspections and support with site supplies maintenance.
Oversee coordination of licensing child files, support enrollment efforts, and waitlist management.
Assist with parent communication and documentation collection.
Ensure the accuracy of data entry tasks and oversee the daily filing of important documents.
Ensure monitoring of center cleanliness and organization.
Greet families and visitors, maintain visitor sign-in logs, and facilitate communication between the front office and classrooms.
Direct oversight of Assistant Directors of Administration and Compliance Program Managers.
Assume responsibilities for the Director of Compliance during leave periods.
Requirements
Minimum Requirements
Site Supervisor Permit, Program Director Permit Preferred
AND
Bachelor's degree in early childhood education, Business Administration, or related field (master's degree preferred).
Minimum of 5 years of experience in compliance management, preferably in early childhood education.
In-depth knowledge of California Department of Education and California Department of Social Services regulations.
Strong understanding of data management systems and proficiency in relevant software applications.
