    Description

    SUMMARY
    Under general direction from the Chief of Staff, the Communications Manager will be responsible for the development of the City of North Miami Beach's communication strategy, which includes the development and management of a Communications Plan for the City.

    The Communications Manager will be responsible for the development, integration, and implementation of a broad range of public relations activities relative to the strategic direction and positioning of the organization and its leadership. This individual will be an ambassador for the organization and will need to build and maintain relationships with the media. The goal is to advance the organization's position with relevant constituents, as well as to drive broader engagement and transparency of the City. The Communications Manager will be responsible for the City's varied and integrated communications products and services including: newsletters and other print publications; web, e-news and other online communications; social media; traditional media and public relations; as well as marketing. The Communications Manager will work closely with the City's senior leadership to coordinate communications and community outreach activities that advance public trust in NMB government, while ensuring consistency and quality of citywide mass communications.

    Exercises direct supervision over assigned professional and technical staff.

    Examples of Duties

    • Plan, organize, and direct Communications Office activities including the implementation of an integrated strategic communications plan to promote, advance, and enhance the City's brand, image, and position; broaden awareness of its programs and priorities; and increase the visibility of its key messages and programs across key stakeholder audiences.
    • Direct, oversee, and participate in the development of the City's Strategic Communications Plan; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods and procedures.
    • Develop and implement divisional goals, objectives, policies and procedures.
    • Prepare the Communications Office division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.
    • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
    • Select, monitor, review, and approve the work of consultants, contractors, and decentralized communication team/liaisons.
    • Conduct or coordinate press briefings; develop or direct the development of key messages, responses to questions or inquiries, including high profile issues, from the media, community groups, and at public meetings.
    • Serve as communications counselor to the City's leadership team, as well as the Mayor and City Commission; provide media training as needed. Provide strategic input to City initiatives, policies, and programs.
    • Identify challenges and emerging issues faced by the organization. Work with leadership team and staff to recognize internal and external communications opportunities and solutions and define and execute appropriate strategies to support them.
    • Manage all media contacts; actively engage, cultivate, and manage relationships with media and related entities to ensure coverage surrounding City programs, services, special events, public announcements, initiatives, and other projects.
    • Manage the City's integrated communication strategy program over various platforms including: newsletters and other print publications; web, e-news, and other online communication; social media; cable and digital video programming; and traditional media, public relations, and marketing activities.
    • Responsible for social media accounts, including design and content, both informative and legally required.
    • Provide leadership, direction, and technical guidance to a decentralized communications team to support the development and execution of the communications strategy; review and approve all mass communications prior to post/publication.
    • Confer and communicate with all levels of City staff, appointed and elected officials, commissioners, and the public; prepare talking points, speeches, key messages media alerts, and public announcements.
    • Keep abreast of trends and developments in the field and make changes, as necessary.
    • Represent the division and department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.
    • Research and prepare technical and administrative reports; prepare written correspondence.
    • Assist new or existing staff in learning departmental practices and protocols, methods, and procedures.
    • Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
    • Foster an environment that embraces diversity, integrity, trust, and respect.
    • Be an integral team player, which involves flexibility, cooperation, and communication.
    • Perform related duties as assigned.
    Minimum Qualifications
    • Bachelor's degree from an accredited college or university in journalism, public affairs, or related field; and five (5) years of progressively responsible experience in the communications field, preferable in public sector; or an equivalent combination of training and experience which provides the required skills, knowledge and abilities.
    • Must possess a valid driver's license with satisfactory driving record held throughout employment.
    • Knowledge of modern principles, practices, and procedures of professional journalism, public relations, public administration, and marketing.
    • Proven experience with desktop publishing (e.g., Illustrator, Photoshop, CorelDraw, QuarkXPress) video production and photography.
    • Thorough knowledge of publicity methods and practices and the techniques of composing and editing articles, news releases and other publicity materials.
    • Thorough knowledge of press and media broadcast requirements.
    • Knowledge of business English, grammar and composition, the application of such to a variety of formats and styles and editing principles and techniques.
    • Knowledge of social media outlets and functions, marketing principles and practices, and other communication resources to include television and public education.
    • Ability to establish and maintain effective working relationships with employees, officials, agencies, the public and media.
    • Ability to apply attention to detail in reviewing and preparing necessary reports.
    • Ability to organize, prepare, process and maintain required reports, records, documentation and related information.
    • Skill in analyzing and interpreting data and information.
    • Ability to present information clearly and concisely, and conduct education, outreach, and marketing programs.
    • Ability to be adaptable to performing under frequent deadlines in all aspects of job, including contact with public, NMB team members, and others.
    • Ability to obtain and maintain emergency preparedness certifications (NIMS, National Incident Management System) as directed by the City Manager or designee.
    • Keeps current on local, state, and national news that may directly impact the city and responds to emergencies where information is vital.

    PHYSICAL REQUIREMENTS
    Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and toverbally communicate to exchange information.
