    Job Summary

    Join the mission-driven team at the Public Health Laboratory (PHL) and help promote and protect the health of all Minnesotans.

    This Research Scientist 2 position will assist the Health Informatics Unit of the Infectious Disease Laboratory (IDL) in the planning, development, and implementation of a new laboratory information system (LIS). The successful candidate will play a key role in understanding organizational structure, policies, and laboratory operations to recommend effective IT solutions, ensuring the success of projects and the achievement of overarching section and division goals. This position will work with MDH, MN.IT, laboratory staff and (LIS) vendors to identify agency needs for informatics, reporting, HL7 messaging, and data analysis. This position may be eligible for remote work, based on the needs of the section.

    Qualifications

    Minimum Qualifications

    To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
    • Three (3) years of experience in performing database system management, business analysis, or health informatics functions.
    Previous experience below is required to be considered a candidate and will be assessed during the interview process:
    • Knowledge of laboratory information systems, healthcare information systems, electronic healthcare reporting, and/or health data standards. (e.g. LOINC, SNOMED, electronic case reporting, electronic laboratory reporting, etc.).
    • Experience managing projects, including analyzing, gathering, and communicating business/system requirements and creating related written project documentation.
    • Ability to clearly communicate complex information to users in a comprehensive style and translate technical and system information for non-technical partners.
    • Work effectively in a team setting to plan, analyze issues, make decisions, and problem solve.
    A Bachelor's degree in Information Technology, Health Informatics, Health Services Research, Health Information Sciences, or a related field may substitute for 1 year of experience; Master's for 18 months; Doctorate for 2 years; Associate's degree for 6 months

    Preferred Qualifications
    • Certification in Business Analysis, Data Science, or Health Informatics.
    • Experience with delivering custom developed systems for the business, implementing Custom Off the Shelf (COTS) solutions and or Software as a Service (SaaS) solutions for the business.
    • Experience with business process modeling tools.
    • Strong analytical skills with the ability to gather, document, and prioritize requirements.
    • Experience with systems design including conceptualization, design, development, implementation, evaluation, and maintenance.
    • Experience with SQL, R, Python or data visualization.
    • Experience working with a laboratory information system. )
    • Strong attention to detail with a commitment to maintaining data accuracy and integrity.
