    Job Summary

    Elevate your career in public health working as a Project Manager with the Agency Projects & Planning. In this position you will facilitate, coordinate and lead priority projects within the Minnesota Department of Health (MDH) that will improve the department's operational efficiency and delivery of complex business services These projects have major department-wide, muti-divisional, and /or statewide impact.

    Working as a Project Manager, you will:
    • Research, analyze and diagnose client needs.
    • Advise and consult clients on how to implement and integrate new business processes and technologies.
    • Provide leadership with information and recommendations necessary for decision making and long-range organization, and business process and systems planning.
    • Lead individuals and teams of business and technical staff by setting priorities and timelines and monitoring progress.
    • Assist with establishment and maintenance of project management methodology and other procedures.
    • Maintain detailed project documentation including meeting minutes, action items, issue lists and risk management plans.
    • Utilize industry standard project management tools and techniques to effectively oversee projects.
    • Effectively communicate project status to all stakeholders.
    • Coordinate cross-functional meetings with various functional/divisional areas to meet overall stakeholder expectations and Agency objectives.
    This is a hybrid telework position that requires in-person meetings as well as in office work in the downtown St. Paul location. Telework will be based on the business needs of the unit and is at supervisory discretion.

    Qualifications

    Minimum Qualifications

    To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending dates for each job held.

    Three (3) years of experience in business analysis, business improvement projects, process improvement, change management, or process documentation for a large and complex organization.

    A bachelor's degree in a related field may substitute for one year of experience as described above. A master's degree in a related field may substitute for eighteen months of experience as described above.

    Minimum Qualifications to be assessed during the interview process:
    • Advanced communication skills in oral presentations and formal writing for contributing to presentations, informational literature, reports and editing the work of other professional staff.
    • Ability to facilitate and environment of acceptance for creativity, risk taking and innovative ideas.
    • Ability to think critically and successfully solve complex problems and guide others.
    • Skill and expertise in relationship building and teamwork.
    • Ability to plan, coordinate, and facilitate effective working sessions, meetings and lead projects with diverse individuals and teams.
    • Ability to understand needs of the customers, stakeholders, public implications, and build those needs into requirements and deliverables.
    Preferred Qualifications
    • Advanced degree in business or public administration or a closely related field.
    • Business analysis experience in large-scale /complex business improvement project(s) with wide reaching scope and significant impact.
    • Experience, training, and/or certification in process improvement methodology ( i.e., LEAN , Six Sigma, etc.).
    • Knowledge of MN State government policies, procedures, processes, laws, and rules.
    • Experience or training in project management methodology ( i.e., PMI). PMP Certification is a plus.
    • Skill in leadership sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work, coach advise and teach.
    • Skill and expertise process mapping software tools including Visio and IBM BlueWorksLive (BWL).
    • Proficient with project management tools, MS-Project or other project management software, and MD-Office applications. (SmartSheets highly preferred).
