    ABOUT PMA

    PMA is a non-profit mutual benefit corporation that serves as a multi-employer collective bargaining agent for approximately 75 shipping lines, stevedore companies and marine terminal operators at California, Oregon and Washington ports.

    West Coast port operations (including non-containerized cargo such as bulk and autos) now support 9.2 million U.S. jobs and contribute 12.5 percent of the U.S. GDP.


    PMA's primary purpose is to negotiate and administer labor contracts with the International Longshore & Warehouse Union on behalf of the Association's member companies, as well as administrating payroll and certain benefits.

    Our headquarters and administrative office is located in San Francisco, California, with area offices in Southern California (Long Beach and satellite offices in San Diego and Port Hueneme) and the Pacific Northwest (Portland, Oregon and Seattle and Tacoma, Washington) in addition to Northern California (Oakland).


    SUMMARY


    This Senior Level Labor Relations position requires a seasoned professional with over 15 years of director-level experience in labor relations, particularly within the ILWU maritime sector.

    The role focuses on strategic oversight of labor operations in Southern California, reporting to the Vice President of Labor Relations.

    The ideal candidate will possess strong leadership skills, the ability to build high-performing teams, and a people-centered approach.


    This role is designed to expand the reach and breadth of daily labor operations oversight provided by PMA's highest volume port Area.

    Reporting to the Vice President of Labor Relations, Southern California, and working closely with the Assistant Area Directors, the Senior Director is responsible for the development and execution of labor relations strategy in Southern California.

    The Senior Area Director integrates LR strategies with other functional areas including, but not limited to training, benefits, administrative services, and allocations to enhance coordination and improve efficiency.


    JOB DUTIES:

    • Provide comprehensive training to labor relations staff on grievance machinery fundamentals and oversee their execution in various labor-related tasks.
    • Lead the implementation of the organization's labor relations policy and actively engage with key stakeholders.
    • Attend and lead meetings at the Area Steering Committee and Coast Steering Committee levels.
    • Conduct research and analysis on labor trends to inform short- and long-term labor strategies.
    • Collaborate with other departments to optimize coordination and efficiency.
    • Manage the area office, ensuring effective case management and personnel development within budget constraints.
    • Oversee administrative tasks and streamline processes while improving documentation.
    • Compile negotiation information and lead employer group in contract negotiations.
    • Analyze collective bargaining agreements and resolve disputes.
    • Foster good relationships with union officials and company representatives.
    • Prepare staff for representation at meetings and hearings.
    • Promote contract compliance and oversee day-to-day implementation.
    • Utilize statistical data to drive labor-related goals.
    • Recommend policy changes to address labor relations issues.
    • Coach junior staff in argumentation and negotiation techniques.
    • Collaborate with other departments to improve accident prevention and security measures.
    • Oversee manpower data collection and analysis.
    • Train staff in document management system utilization.
    • Manage port-specific allocation responsibilities and reporting.

    SUPERVISORY RESPONSIBILITIES
    Directly manage Assistant Area Directors and indirectly oversee labor relations staff.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES


    • Strong leadership and team-building skills.
    • Ability to influence stakeholders and align with organizational objectives.
    • Proficiency in labor relations and interest-based bargaining.
    • Excellent communication and negotiation skills.
    • Highly organized with the ability to meet deadlines and solve complex problems.
    • Substantial knowledge of financial and economic activities in the transportation industry.
    • Proactive with sound judgment and discretion.
    • Demonstrated ability to manage multiple projects under pressure.
    EDUCATION AND/OR EXPERIENCE


    • Bachelor's degree in labor relations, maritime, economics, or related field. 15+ years of director-level labor relations experience.
    • Experience in the maritime industry, including ILWU.

    WORK ENVIRONMENT
    The position is based in Long Beach, California, with some travel to various ports. PMA offers a collaborative work environment with flexibility for hybrid schedules and occasional remote work.
