    Duties * Serve as liaison between management and servicing Civilian Personnel Advisory Centers (CPACs).

    * Receive advice from the CPACs on the development of new policies and the interpretation and adaptation of existing policies concerning use of the workforce and productivity management.

    * Consult with the CPACs on the evaluation of civilian personnel qualifications in order to provide advice to management to ensure that skill sets and experience fulfills mission requirements.

    * Provide recommended actions on civilian personnel matters/issues and ensures consistency with OPM, DoD, DA, and G-3/5/7 strategies and objectives.

    * Collaborate with CPAC on the management of all civilian personnel actions to include position establishments, recruitment actions, promotions, reassignments, retirements, performance evaluations, awards, and training * Provide advice on staffing matters, including management options and alternatives with regard to recruitment, selections, and advanced-in-hire rates.

    Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

    * Must be able to obtain and maintain a Secret Security Clearance. * This position may require temporary duty (TDY) travel up to 15% of the time.

    Specialized Experience:

    One year of specialized experience which includes Initiating civilian personnel actions, such as, recruitments, reassignments, or performance ratings; utilizing an automated tracking systems to track and maintain actions; and reviewing position descriptions or organizational charts to ensure efficient recruitment processes.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    GS-13

    Specialized Experience:

    One year of specialized experience which includes Providing technical advice to managers on civilian personnel actions; managing civilian personnel actions such as reassignments, promotions, and awards; and assisting in the development of policies and processes for civilian personnel programs.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

    Grade Requirement:

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

    Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

    Management may select at any of the grade levels announced.

    This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
