JOB SUMMARY: The Safety and Security Coordinator is responsible for managing, supervising, directing, and evaluating all safety, security, and emergency management activities within the District as well as overseeing the District's transportation contracted service provider.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Visitor Management and Intruder Training:

  • Develop, manage, and oversee a District-wide secure visitor management system and comprehensive intruder training program

Emergency Preparedness and Crisis/Emergency Management:

  • Develop, maintain and review the District-level crisis and Emergency Operations Manual including all crisis response plans annually
  • Supports building administrators in developing and maintaining building-level crisis and emergency response plans annually
  • Work collaboratively with the District's contracted student transportation provider to develop and implement crisis and emergency plans for District buses
  • Proactively monitor for conditions that may warrant emergency response including but not limited to severe weather situations and act as an advisor to the Superintendent regarding such situations
  • Provide expert guidance and support to administrators and School Resource Officers (SROs) regarding intruder/lockdown drills, evacuation, and reunification plans aligned with the intruder training programming
  • Develop and execute ongoing crisis drills, tabletop exercises and crisis simulation exercises and training programs to enhance District-wide readiness
  • Ensure that all staff are trained in safety drills and response procedures, including, but not limited to, the intruder training response, the Raptor Emergency Management system, and student/parent reunification protocols
  • Chair the District safety committee
  • Act as the primary point of contact for emergency management and first responders for crisis training, emergency preparedness plans and emergency situations
  • Foster relationships with first responder leaders and agencies within the District's community to develop unified plans and responses, in coordination with the Superintendent, Chief Financial Officer and Director of Communications

Security and Safety Oversight:

  • Conduct regular security audits and inspections of all District facilities and grounds to assess safety and security measures
  • Collaborate with relevant teams to ensure that security protocols are in place and functioning effectively
  • Submit detailed reports of findings, including recommended repairs and enhancements to improve safety measures
  • Help assess the placement, use, and maintenance of school electronic security equipment, such as cameras and door access controls, and ensure that all equipment is in working order
  • Investigate and report incidents involving unauthorized entry, trespassing, parking, loitering, theft, vandalism, property damage, weapons, alcohol, drug use, and other violations of school rules and regulations
  • Oversee and coordinate all private security staffing details for large school or district events (i.e., football and basketball games)
  • Assist in the development and implementation of security plans for special events

Cyber Security and Artificial Intelligence Oversight:

  • Oversee the District efforts to protect against cybersecurity threats
  • Manages any cybersecurity incidents
  • Works collaboratively with the Director of Technology and the Assistant Superintendent of Teaching and Learning to oversee the District's Artificial Intelligence Committee

Transportation Oversight:

  • Oversees the District's contracted student transportation company
  • Works collaborative with the transportation partner, administrators, staff students, parents and community members to resolve transportation related issues

Analysis and Reporting:

  • Utilize data to assess the effectiveness of safety and security measures, identify trends, and make data-driven recommendations for safety and security improvements
  • Develop presentations/reports for supervisors and the school board on matters pertaining to school safety
  • Advise on, and develop, written safety and security guidance, procedures and policies related to the areas of responsibility as determined appropriate
  • Work with building administrators to maintain reports on fire drills, tornado drills, and security drills

Community Engagement:

  • Foster positive relationships with parents, community members, local first responders, and the media to enhance awareness and collaboration in matters of safety and security
  • Attend all school board meetings, home football games, home basketball games, and other district events and meetings/engagements as determined necessary

Additional Duties:

  • May assist with general supervision and managerial duties, as directed by the employee's supervisor
  • Responds to administrative requests in a timely and professional manner
  • Adhere to and enforce the policies and procedures of the District
  • Responsible for ensuring legal compliance in the areas of safety, security, emergency management and transportation
  • Maintain regular attendance in accordance with District requirements
  • Attends various District meetings, including Board of Education meetings
  • Maintain confidentiality and uphold unquestionable integrity in all professional interactions and tasks
  • Performs other duties and responsibilities as assigned

SUPERVISION RESPONSIBILITIES:

Supervises the District's contracted school resource officers and the District's transportation contracted service partner.

QUALIFICATIONS REQUIREMENTS:

EDUCATION, LICENSURE, TRAINING AND/OR EXPERIENCE

  • Education Requirements: Bachelor's degree, preferred.
  • Required Training:Have or obtain, within one year of hire, a Physical Security Assessment training certificate. Will obtain the Missouri school safety specialist certification. Complete the following NIMS/FEMA courses within one year of hire date:
  • IS-100. Introduction to the Incident Command System, ICS 100
  • IS-200. Basic Incident Command System for Initial Response
  • IS-362.a Multi-Hazard Emergency Planning for Schools
  • IS-700. An Introduction to the National Incident Management System
  • Possess a valid driver's license and maintain a clean driving record
  • Preferred Experience: Experience in law enforcement, emergency management and/or safety and security for public school districts, preferred
  • Be capable of responding to emergencies 24 hours a day, making critical decisions affecting safety and security
  • Equivalent Experience: An equivalent combination of education and experience may be considered to meet the required knowledge, skills, and abilities for the position

KNOWLEDGE

  • Possess a thorough knowledge of emergency response best practices.
  • Possess a thorough knowledge of recommendations and requirements for public school District safety and security.
  • Possess a thorough knowledge of relevant laws, legislation, and District policies.

SKILLS

  • Effective Communication: Strong verbal and written communication skills to present project evaluations and updates in addition to writing clear, concise plans, and reports and for individuals or groups
  • Organizational and Time Management: Highly skilled in organizing and managing multiple concurrent tasks effectively and efficiently
  • Mathematical Skills: Apply mathematical concepts such as fractions, ratios, percentages, and statistical analysis to practical contexts
  • Technology Skills: Proficient with Microsoft Office and Google Workspace. Operate building technologies such as cameras, buzzer and lock systems.

ABILITIES

  • Adaptability and Problem Solving: Ability to adapt to evolving situations and challenges, using current research and best practices.

PHYSICAL DEMANDS

While performing the duties of this position, the individual is regularly required to sit, stand, talk, and hear, and walk throughout the day. The employee may need to speak and hear in an environment where numerous conversations and activities may be taking place simultaneously. The employee may need to lift and carry up to 50 lbs. Specific vision abilities required include close vision for reading handwritten or typed materials, distance vision, color vision, and the ability to adjust focus. Additionally, the position may involve regular travel within the District.

EVALUATION:

Performance will be evaluated annually according to Board policy and established District standards.

TERMS OF EMPLOYMENT:

Contract terms covering compensation, benefits, and working conditions are specified by the Board of Education's policies, agreements, salary schedules and approvals. This is an exempt, 260 day position.
