Job Summary:
T he United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG is in the later stage of the acquisition lifecycle as a fully mature program.
The USCG NSC Program is dynamic and requires flexibility and innovation.C onstant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters.
The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics , configuration management, post-delivery, and documentation support services .
Requirement:
Active Secret ClearanceEducation and Experience:MS/MA in applicable field or BS/BA in applicable field plus 8 years of additional experience, or equivalent experience10+ years of experience.
Shall have at least eight (8) years demonstrated experience as a logistician supporting Major Acquisition Program(s) (DHS/USCG Level I, DoD ACAT I or equivalent) in an Integrated Logistics Support (ILS) team lead role.
Essential Duties:
C onduct analysis and identify requirements, gaps, recommendations, and prepare work products supporting planning and coordination for and across each of the logistics elements and Integrated Logistics Support (ILS) requirements identified in the USCG MSAM and USCG ILS Manual, and per the USCG Mission Support business model.
C oordinate, prepare agendas for, and participate in Integrated Logistics Support Management Team (ILSMT) meetings, splinters, working groups, and ad hoc meetings.
P rovide meeting minutes and action items, and track and status updates for action items through completion.A nalyze requirements and related documents, provide content input for ILS Plan (ILSP) updates, and assist in coordinating review and approval per the USCG MSAM (SOW Section 1.6 (a)).
D evelop and update ILS documentation and supplemental ILS plans, processes, and procedures (e.g., business rules, standard operating procedures, and other plans required by USCG ILS Manual (SOW Section 1.6 (e)), including, but not limited to the ILSMT Charter and task commitment memoranda.
A ssist in preparing and assessing readiness for the upcoming NSC transition to sustainment, including providing input for all associated ILS-related and interrelated criteria and requirements.
M ust gather data and status information and prepare and maintain status and reports (e.g., dashboards).S upport the planning and execution of logistics reviews and assessments including preR eview and provide input for documentation with ILS considerations, provide input for identifying and monitoring ILS-related program risks and opportunities, and prepare corresponding mitigation plans.
I dentify , and document ILS-related lessons learned. U pdate the ILSMT Charter and Logistics Element Manager memoranda, and support data calls related to ILS areas.R eview prospective production and post-delivery ECs and TCTOs, evaluate completeness from an ILS perspective, and make recommendations to address identified deficiencies in support of TAGs and CCBs.
T rack status of all production and post-delivery TCTOs in terms of ILS task/activity completion, establish and maintain associated metrics traceable to deliverable ILS products and data sets for each new or modified system associated with TCTOs, and support data calls related to ILS areas.
C ollaborate with stakeholders and develop, measure, and monitor progress against transition to sustainment criteria for and across each logistics element, for each NSC delivered to the fleet, including production and PSA completion delivery.
Develop, collect, and manage data, information, documentation, and products supporting transition. Develop, measure, and monitor progress against program transition and NSC milestone dates.Identify existing and potential gaps for successful NSC and NSC Program ILS transition and make recommendations to address the gaps.
Provide recommendations on data structure and processes and support data management and data transfer execution activities associated with establishing and migrating to an ADE-4 program transition data structure for data associated with the logistics element areas.
Prepare reports detailing system, equipment, and software changes, and associated status of specific logistics product and data set development and integration (e.g., new and modified maintenance procedures, parts lists, technical manuals, configuration data, drawing updates).Conduct research and consult authoritative databases and other supporting information and sources and liaise with CGO GFE USCG sponsors.
Develop, maintain, review, and control changes to the ILS checklists for all GFE and systems identified in the NSC production and delivery contracts' Schedule A, and for those systems identified for post-delivery installation (e.g., SCIF, EXCOMMS, Coast Guard Machinery Control System (CGMCS), Advanced Damage Control System (ADCS), etc.).Participate in PARM reviews to ensure all ILS is addressed for GFE systems.
Identify all ILS products, data sets, and requirements for GFE systems logistics integration, and identify and track associated product, information, and transition gaps.
Measure and report progress in integrating the logistics package for each GFE system, production and post-delivery, into the USCG logistics Information Technology (IT) footprint as applicable per the USCG Mission Support business model.
Monitor configuration and provide input to ILS checklists associated with GFE system alterations and changes and NSC hull applicability.The Contractor must prepare data sets for transmittal to the USCG PRO for the GFE systems associated with each successive NSC (e.g., Logistics Configuration Baseline (LCB), Support and Test Equipment List (STEL), Allowance Parts List (APL), Allowance Equipage List (AEL), and Technical Manual Index (TMI)).
Conduct and support configuration audit verification activities.Develop, prepare, and maintain trackers and other derivative work products to support ILSMT, fleet, and sustainment community visibility of NSC configuration and ILS products status (e.g., a tracker depicting and synthesizing cumulative and current status of provisioning packages and parts changes, Diminishing Manufacturing Sources and Material Shortages (DMSMS) migration status at part-level detail, NSC waterfront change status, Engineering Change Notices (ECNs), and NSC production and delivery contract ILS Equipment Line Item Number (ELIN) detail by Hierarchical Structure Code (HSC), system nomenclature, and NSC hull applicability).Provide support and ILS expertise for white paper and analyses pertaining to logistics related matters and program management as required by the USCG.
The Contractor must develop ILS business cases, data, and metrics to support analysis, and provide general ILS expertise.Communicate and participate in IPTs and working groups with USN entities, other Government agencies, and their Contractors in support of the USCG NSC PMO.
