    Description

    Overview:

    Colliers Engineering & Design is seeking a Geographic Discipline Lead (GDL) to join our Construction Engineering & Inspection team in the New England Area. The GDL is responsible for the professional, technical, management, marketing, administrative and financial aspects of their discipline. The GDL manages the department in order to provide cost effective services to various project managers, staff and other employees within a specific region.

    Join our Construction Engineering & Inspection professionals who successfully oversee project construction from pre-construction through finalization with an outstanding track record for cost and schedule containment. Our professional licensed engineers and certified construction staff have extensive on-the-job experience in supervision, observation, safety review and inspection with ongoing training that ensures required daily schedules are adhered to and all materials are procured and constructed according to plans and specifications. This experience includes heavy highway, single and multi-span bridges, intersection and traffic signal improvements, marine improvements, railroad upgrades, water/ wastewater transmission, and park and recreation construction.

    Responsibilities:
    • Provides leadership, strategic/managerial direction, and guidance for a discipline to achieve established financial and growth goals for the discipline.
    • Has primary responsibility for overall productivity, profitability, client satisfaction, and quality of work throughout the discipline.
    • Develops, executes, and leads discipline marketing and business development strategies in collaboration with the Corporate Marketing and Business Development teams.
    • Evaluate and monitor proposal development and contract execution throughout the discipline ensuring compliance with Company standard operating procedures.
    • Evaluate and monitor billing and collections throughout the discipline ensuring compliance with Company standard operating procedures while meeting or exceeding discipline financial goals.
    • Serves as a resource for the leadership team throughout the discipline.
    • Consistently monitors the backlog of work and the sharing of resources within the discipline, maximizing staff utilization. Reviews staff utilization regularly and promptly addresses staff not meeting utilization goals.
    • Actively involved with business development and the cross-selling of all company services.
    • Prepares for the future state of the discipline through succession planning in a timely manner.
    • Holds people managers within the discipline accountable for fostering staff professional development, monitoring staffing/recruiting activity, and effectively managing employee relations.
    • Complies with and ensures others' compliance with all CED policies and procedures, including but not limited to the Health and Safety Program.
    • Collaborates with the Discipline Safety Coordinator on implementing and complying with the Health and Safety Program as it specifically relates to their discipline.
    • Travels as needed to the various regions and offices.
    • Performs duties in support of the direction and vision of the overall discipline.
    • Oversees, directs and manages the work effort of assigned staff.
    • Collaborate with other GDLs within the region and with the Regional Discipline Leader.
    • Responsible for productivity, profitability, client satisfaction and quality of work.
    • Active involvement with marketing and business development.
    • Responsible for proposal development and contract execution.
    • Responsible for billings and collections.
    • Monitors work backlog and the sharing of work within the region and discipline.
    • Actively involved in the cross selling of all company services.
    • Develops the skills and abilities of staff which are necessary for the successful execution of the work.
    • Ensures compliance with and enforces company Health & Safety policies and procedures.
    • Serve as a resource for project managers and staff on assigned projects and manage completion of projects regarding scope, schedule, quality, and budget.
    • Provide staff/managers with technical assistance and supervision in the preparation of proposals and contracts for assigned projects.
    • Coordinate and work closely with accounting/billing to develop and review project invoices, monitoring those of assigned billing managers. Complete all billing in a timely manner.
    • Manage the financial aspects of assigned team(s) and monitor the performance of the business to meet or exceed revenue and/or profit goals.
    • Assist with project managers efforts to prepare for and/or attend client/agency meetings with, or for PMs to present information pertinent to the project. Develop innovative, comprehensive multimedia support materials for client and/or agency meetings.
    • Develop the skills and abilities of staff which are necessary for successful execution of work duties. Serve as a mentor and coach staff.
    • Assist with the quality control/quality assurance efforts on all assigned projects.
    • Manage the performance of all assigned staff, conduct performance evaluations, provide input for all raise and bonus discussions.
    • Provide and monitor performance goals for assigned staff.
    • Meet with assigned staff to provide feedback and review job performance on a regular basis.
    • Address any performance issues on a timely basis and work with HR as needed to create performance improvement plans.
    Qualifications:

    Education

    • Basic / Minimum Education requirement to perform the job: Associates or Bachelors Degree in related field.

    Experience

    • 10+ years of experience in related field.
    • 7+ years of experience with preparing proposals, developing budgets, tracking budgets and the associated financial management skills necessary to run a team and monitor the performance of the business.

    Certifications/Licensures

    • Certifications/Licensure: Professional licensure in area of expertise (preferred but not required).
