    Bluehawk is actively seeking a Collection Manager to provide support to the DIA/ST/SCS Space Intelligence Data Division to provide foundational and operational support to the Department of Defense (DOD) and intelligence community (IC) customers located in Reston, VA.

    Responsibilities

    • Identify and prioritize intelligence gaps
    • Coordinate with internal and external customers to facilitate requirements production
    • Develop collection management plans for MASINT technical collection activities as defined by National MASINT requirements.
    • Shall have demonstrated proficiency conducting statistics and using statistical packages such as, but not limited to MATLAB , SPSS, SAS, PLUS, R , RMT, Chrome, Intelink, Oscar, iSpy, NMRS, and basic Boolean.
    Qualifications

    • At least 5 years practical working experience on space and/or counterspace topics.
    • At least 5 years experience and highly knowledgeable with the collection requirements processes at the COCOM level and /or NASIC.
    • 5 years experience conducting analysis relevant to Collections.
    • Collection Manager must be a Graduate of an in-residence DoD IC collection management course.
    • Experience writing and submitting MASINT, HUMINT, IMINT, OSINT AND SIGINT collection requirements. Personal experience or involvement in the analytical or collection process a plus.
    • Extensive interpersonal communication skills needed to discuss space/counterspace issues and understand the need and importance of providing the "why" factor for space/counterspace collection needs with senior military and civilian leadership, collection managers, and analysts.
    • Experience working with targeteer's and able to translate their identified gaps into quality collection requirement submissions.
    • The opportunity to shine by being proactive and able to think "outside-the-box" creating new collection concepts and collection strategies for each "-int" and the specific problem sets.
    • Understand the process for HUMINT National Collection Directive Reviews (NHCD), the need for HUMINT Collection Requirements (HCR), Source Directed Requirements (SDR), Notice of Intelligence Potential (NIP), Ad-Hoc HUMINT Requirements, (AHR) and Time-Sensitive Requirements (TSR).
    • The following computer systems knowledge would be very helpful: RMT, Chrome, Intelink, Oscar, iSpy, NMRS, and basic Boolean.
    • Proficiency using Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.).
    • TS/SCI Required with CI Poly or willing to obtain a CI Poly
