Duties
Help
Serves as the primary point of contact and manages, supervises, coordinates and inspects the full range of activities associated with transition assistance to separating Marine Corps personnel and their families. This position falls under the Marine Corps Community Services. Marine & Family Programs, Personal & Professional Development Branch.
Program Management
The primary purpose of this position is to design, plan. implement, and administer TRP for Military members and their families aboard Marine Corps Base Hawaii. Military and their family members are defined as separating/retiring Service Members: their dependent family members over the age of 16, military retirees, Department of Defense (DoD) civilian employees, and members of the general public who may be eligible for TRP services as outlined in National Defense Authorization Act (NDAA) 2019, and Marine Corps Order P These efforts are accomplished through installation transition service providers including: Base IPAC, Traffic Management office, Staff Judge Advocate, Medical Facility, Base Education Center, Reserve & Career Planners. Disbursing office and others. In addition to installation providers, coordination is maintained with state and local government, Federal agencies, Department of Labor (DOL), Department of Veterans Affairs (VA), Office of Personnel Management and professional military and civilian organizations to ensure that Marine Corps personnel are transitioned in a caring, organized, and disciplined manner. Direct services include aiding long-range career goals development: identifying portable skills and opportunities for enhancing employability, and to provide career coaching services for an effective job search, resume/employment applications development, and delivering informational transitioning services.
In coordination with a number of agencies (e.g., personnel. education services, chaplains, legal services, transportation, health services. etc.). Develops and implements services and activities that assist all eligible transitioning personnel in a caring, organized, and disciplined manner.
Serve as the program manager, through a subordinate staff plans, programs, and develops the local program budget; manpower requirements; training; equipment and supplies; contractual services; travel, etc. Prepares justifications for funding of program resource requirements and recommends the distribution of funds accordingly. Performs analysis of data, evaluates effectiveness of the services provided, and reports program progress. Solicits feedback from the population served and modifies services as needed.
Through a subordinate staff, manage and coordinate activities and delivery of services for MCB Hawaii Transition Readiness Program. ensuring patron computer support and transition library resources meet their needs. Hosts and participates in career/information fairs. Maintains and develops close, cooperative. professional relations with Department of State, DoD. DOL VA, and other local. state. or national agencies to ensure program requirements are met. Initiates and maintains constant community outreach to develop employment opportunities for patrons.
Serves as the subject matter expert and advisor for the program and is responsible for keeping the chain-of-command informed on all policy, program, and personnel changes and issues. Responsible to program subordinates as well as the chain of command to model the eight Guiding Principles of: Teamwork, Excellence, Communication, Integrity, Professional Growth, Community Driven, Diversity, and Accountability.
Supervision
Supervises employees to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and approving timecards, training employees, keeping abreast of and actively supporting the principles of the Equal Employment Opportunity (EEO) program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action. Provides oversight for the Retired Activities Office, Department of Labor (DOL) contractors. and the Department of Veterans Affairs (YA) representative assigned by temporary duty.
Plans short and long range work schedules, evaluates the need for and proposes changes to manpower staffing, procedures, work assignments, and organizational structure.
Assigns and reviews employees' work. Develops performance standards and conducts formal employee evaluations.
Individually performs and/or participates with subordinates in the performance of the following: supervises, plans, directs, and implements local program activities. Establishes goals, objectives, and internal operating policies and procedures and coordinates the same with transition services providers. Develops, tests and implements new TRP methods, approaches, or procedures.

Qualifications
MINIMUM QUALIFICATIONS: A Bachelor's degree or higher is required in areas such as business, education, counseling, psychology, human resources management, behavioral sciences, or a related field appropriate to the work of the position or three years of appropriate experience that demonstrates the applicant has acquired the knowledge, skills, and abilities to successfully run a program, supervise staff, and oversee facilities.
Proven ability to lead and supervise a diverse team and proven ability to successfully work in a team environment. Comprehensive, and practical knowledge of the U.S. Marine Corps TRP and other transition programs, administrative laws, policies, and regulations pertaining to TRP. The ability to successfully apply management principles and practices, current theories, standards, and programs involved in order to effectively provide employment information and counseling services to a mobile population.
Ability to communicate professionally and effectively with others both orally and in writing to explain, publicize, and articulate program policies and present briefs. Ability to organize. plan. implement, monitor, evaluate, and coordinate a major program with various and diverse organizations. Ability to oversee and monitor contracted services pertaining to transition programs. Ability to perform supervisory duties to include but not limited to staffing, mentoring, motivating, evaluating, directing, counseling, and resolving complaints.
