    Summary


    The Hospital Housekeeping Officer - Chief of Environmental Management Service (EMS) is responsible for the planning, organization, staffing, controlling, evaluating, and directing the environmental management functions.

    The incumbent reports to the Associate Director for Operations and is responsible for integrating short, intermediate, and long-range planning that meet the changing environmental management dynamics of a highly active, affiliated medical center complex.

    Duties


    • Supervises 2.0 Housekeeping Aid Supervisors, 1.0 Laundry Worker, 1.0 Program Support Assistant and 1.0 Interior Designer. The incumbent is the final word for all EMS supervisory and managerial decisions.
    • Establishes appropriate and safe staff-to-space ratios and determines appropriate staff mix to achieve optimal environmental outcomes, provider support and cost-effective resource utilization. EMS cleans approximately 350,000 gross square feet of space.
    • Provides leadership and direction to promote the development and productivity of all employees supervised. Develops and maintains effective relationships with the staff, striving to earn their trust and respect. Encourages the continued development and training of subordinate managers and their staff. Evaluates performance of employees under immediate supervision and initiates appropriate action to reward, guide, counsel, instruct etc. Develops and maintains a system to ensure that complaints and inquiries are appropriately received and resolved and that the sources of complaints of a recurring nature are investigated.
    • Discusses, investigates, and responds to employee grievances and dissatisfactions in order to resolve conflicts. Incumbent represents management at labor management meetings, provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement.
    • Promotes an environment conducive to cooperation and integration of clinical and administrative roles leading to high productivity, customer and staff satisfaction and developing strong communication channels within programs and across internal and external programs and product lines.
    • Promotes sound education/staff development programs/opportunities. Demonstrates commitment to professional enrichment, merit promotion, equal employment opportunity and positive labor relations/partnership activities.

    Qualifications


    To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 05/13/2024.


    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

    For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

    If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

    In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    Note:

    Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    Individual Occupational Requirements (IOR).

    Applicants must meet the following IORs in addition to specialized experience:


    Undergraduate Education:

    Major study chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position.


    Graduate Education:
    Major study public health or business administration with emphasis in hospital administration.

    OR

    Experience in two or more of the following areas, or other work related to the position to be filled:


    • Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment.
    • Experience in laundry and linen management.
    • Experience in interior design management.
    • Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.
    • Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

    Other:

    One year of formalized hospital administrative residency or internship in hospital administration or hospital housekeeping management is equivalent to 1 year of GS-5 level specialized experience.

    You may qualify based on your experience as described below:


    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
    Examples of specialized experience would typically include, but are not limited to:

    Practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; experience in laundry and linen management; knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; and demonstrated knowledge of pest management, including alternative methods of control and the selection and application of chemicals.
