Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management.

The primary function of this position is to advise and formulate budget requirements for the phases of the budget cycle concerning budget formulation and justification and budgeting reporting and guidance to ensure proper budget management in accordance with mission needs, budgetary objectives, and regulatory requirements.
Locations available are, Aliso Viejo, CA, Euless, TX, Indianapolis, IN and Washington, DC.
This position starts at a salary of $106, GS-13, Step 1) to $138, GS-13, Step 10) with promotion potential to $138,870 (GS-13 Step 10). Typical duties include:

• Assisting management in preparing funding, budgetary, and financial documentation in the appropriate CBP automated systems; and in prioritizing budget requirements to facilitate allocation of funds in the event funding changes from planned levels.
• Generating budget reports in accordance with defined reporting schedules, to include reports for presentation during reviews of the annual financial plan and budget execution plan.
• Performing a wide variety of administrative and analytical duties connected with the review, justification, and presentation of the budgets for a substantial percentage of OFAM budget requested funding.
• Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives.
• Working with requirement owners to develop and forecast future costs based on industry standards and best practices.

Qualifications
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Performing budget analysis and budget reporting
• Preparing financial plans and analyzing budget patterns, expenditures, and forecasting
• Performing the full range of program planning functions such as providing input for budget execution and baseline reviews.

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
