    Description
    Incumbents in this position are responsible for managing CFPUA's Security and Emergency Management Program.

    This position develops, updates, and maintains the CFPUA Emergency Management Plan and Security Plan to ensure organized and coordinated mitigations and response to natural and man-made disasters and workplace security events.

    Plans and attends emergency and security management training sessions locally, regionally, and nationally.
    Coordinates with state, federal, and regional emergency and law enforcement agencies.
    Develops and conducts appropriate (table-top, functional, and full-scale) exercises for all areas of CFPUA. May serve and plan with external agencies on exercises (LEPC, NCEM).
    Develops and trains on security procedures and protocols.
    Ensures compliance and conformance with the National Incident Management System for all training and documents required for emergency response.
    Identifies and addresses security issues at all CFPUA facilities.
    Tracks local, state, and federal issues threats as they relate to CFPUA and the utility industry.

    Tracks industry water and wastewater security updates and research plans, policies, and procedures as they relate to emergency response and security protocols.

    Ensures compliance with all Security and Emergency Response regulatory requirements and reporting.
    Maintains some inventory of supplies, equipment, and publications.
    Performs assigned functions as an Essential Employee Personnel (EEP) member and oversee organizational assignments.
    Ensures readiness of the CFPUA's emergency operations center and oversees activation when necessary.
    Looks for and coordinates training opportunities from CISA/DHS.
    Project Manager for America's Water Infrastructure Act compliance.
    Performs other related job duties as assigned.

    In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

    Bachelor's degree in emergency management, homeland security, or related course study.
    Five (5) years of professional emergency management work experience in a managerial role or any related work field.
    Seven (7) years of work experience in law enforcement, military, or emergency management in lieu of Bachelor's Degree.
    FEMA NIMS/ICS Courses 100, 200, 300, 400, 700, 800 and FEMA instructor certifications are required.
    Possession of or ability to readily obtain a valid State of North Carolina driver's license.
