    Summary
    SUMMARY
    Assist in the support of the county's computer systems and network including but not limited to: computer hardware and software systems, applications, equipment, and server hardware and software used by the county.
    Essential Duties and Responsibilities
    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: other duties may be assigned.

    • Provide a wide variety of client support and technical issue resolution.

    • Respond to user requests for service that are created via the IT work order system.

    • Utilize IT work order system in responding to, updating and closing user work order requests in a documented and organized manner.

    • Maintain effective working relationships with those contacted in the course of work activities.

    • Knowledge of P25 radio systems

    • Knowledge of NICE public safety loggers.

    • Troubleshoot and provide technical support for two-way radio equipment, work with both analog and digital systems, mobile and portable subscriber equipment, simulcast, conventional, trunked systems.

    • Install, program, maintain, and repair two-way radios, repeaters, remote controls, multiplexers, antenna systems, power systems and two-way radio dispatch console equipment.

    • Install, program, maintain and repair public safety radio systems with public safety vehicles.

    • Install, program, maintain and repair Panasonic Arbitrator in-car video systems to include body warn cameras.

    • Assist in customer equipment installations and troubleshooting, emergency response support and preventive maintenance.

    • Identify two-way radio communication requirements, analyze technical solutions, conduct physical surveys, implement and validate turnkey solutions

    • Provide employees with technical training.

    • Install, maintain, identify and resolve technical issues/failures on radio subscriber and infrastructure equipment.

    • Prepare, run, and terminate coax, network and fiber optic cables.

    • Test, tune and align duplexers, repeaters, portable radios and mobile radios

    • Set up, configure and use service and test instrumentation to perform communication tests and maintenance.

    • Prepare and maintain necessary supplies for vehicle installations to be performed at designated Midland County vehicle bay.

    • Responded to service calls and assignments for generator systems focusing on the mechanical and electrical aspects of engine / generator package.

    • Executed quarterly, annual, bi-annual, tri-annual inspections on numerous make and models of stand-by emergency generators installed at Midland County Facilities.

    • Carried out full minor and major visual inspections with on-site repairs as well as in functional and shutdown procedures, generator transfer, load checks, load bank testing, and transfer switch checks.

    • Diagnosed equipment problems using manuals, schematics, and various test equipment.

    • Schedule, maintain and supervise contracted generator vendors as they service and repair the generator equipment per contract requirements.

    • Installing all equipment necessary to modify brand-new vehicles into police and emergency vehicles. This includes routing and installing wire harnesses, controllers, partitions, auxiliary batteries, light bars, push bumpers, power supplies, component trays, and consoles.

    • Disassembling and reassembling factory vehicles

    • Being expected to read drawings, including electrical schematics with limited help

    • Assist with escalated incident management and event management for IT related incidents.
    - Assist with analyzing, planning, recommend, install, upgrade, troubleshoot and repair physical security, burglar alarms, panic systems, and surveillance system devices and components such as access card readers, electrified door lock hardware, exit devices, power supplies, alarm panels and sensors, security cameras, etc.

    • Maintain county issued vehicles and equipment in clean and good working conditions.

    Qualifications, Education, and/or experience
    QUALIFICATIONS

    EDUCATION and/or EXPERIENCE
    High school graduation or its equivalent, plus at least two years of experience; or any equivalent combination of education and experience, which provides the required knowledge, skills, and abilities.
    Knowledge, Skills and/or ability
    KNOWLEDGE OF

    • Trunk Radio Systems functionality (Motorola preferably)

    • Motorola Radios

    • Officer and Vehicle cameras (body and dash cams)

    • Mobile routers (cradle point preferably)
    SKILL/ABILITY TO
    Organize and prioritize tasks to be completed; operate computers, systems, software, and related equipment for the county; write reports, letters, and memos; read letters and memos; analyze various situations and determine the best solution; operate office equipment, such as copy machine and facsimile machine. Effectively communicate verbally and in writing; learn and apply a variety of detailed procedures; describe complex technical systems in non-technical terms.
    CERTIFICATES, LICENSES, REGISTRATIONS

    • Must have and maintain a valid, clear driving record.

    • Minimum 2 years of experience in the field of two-way radio communication with extensive knowledge and hands-on experience with public safety radio systems.

    • Minimum of 2 years of experience with Motorola Astro 25 K Core Systems two-way radio equipment theory, system design and support.

    • Strong understanding of electronics and RF principles.

    • Fundamental understanding of basic computer networking (including IP networking) and common software programs is imperative.

    • Associate degree (AS/AA) or technical training in the areas of electronics, computers, networking, RF, etc. or equivalent work experience/on the job training.

    • Intermediate knowledge of RF test tools such as transmission test sets, signal generators, RF service monitors and spectrum analyzers.

    • Intermediate knowledge of frequency utilization, battery backup systems, base stations, repeaters, multi-couplers, duplexers, radio code plug template development, and radio programming.

    • Clean driving record and valid driver's license.

    • FCC General Radio Telephone Operator's License, ETA certifications preferred but not required.

    • Proficient computer user: Microsoft Office. (Word, Excel, PowerPoint, Outlook, etc.)

    • ASE Automotive Technician

    • EVT Emergency Vehicle Technician certified.

    • I-Pro Arbitrator In-car Video Systems Certified

    • Motorola APX Mobile Radio System Installer Certified.

    • Any other certifications for Emergency Vehicle Modifications and Installations
    HEALTH / DENTAL INSURANCE- Regular full-time employees are provided general medical, hospitalization, and dental insurance coverage. This is free to the employee if they take a yearly HRA and have negative Cotinine test yearly. Employees may obtain coverage under the group plan for family members at their own expense. All benefits have a waiting period of the first of the month following 30 days of hire. Prices for other insurance are listed
    LONG TERM DISABILITY- Regular full-time employees working over 30 hours per week are eligible for long-term disability benefits. This benefit becomes effective on the 1st day of the month following six months of continuous employment with the county
    CAFETERIA PLAN- All regular full-time employees are eligible to enroll in the supplemental insurance portion of the county cafeteria plan on the 91st day of employment, or annually during an enrollment period for the following plan year of January 1 through December 31. They will not be eligible for enrollment in the Flexible Spending Accounts for medical reimbursement and/or dependent care until the first annual enrollment for the plan year beginning after 1 full year of employment.
    DEFERRED COMPENSATION PLANS- Midland County offers five deferred compensation plans. Enrollment in one of these plans can be done at any time after the 91st day of employment.
    RETIREMENT PLAN- The county is a member of the Texas County & District Retirement System (TCDRS). Regular employees are required to become members of TCDRS and are eligible for this benefit immediately upon employment. Employees automatically deposit 7% of their salary. Temporary employees are not eligible to become members of TCDRS. The county matches employee deposits by 200% and interest at retirement. An employee is vested after 8 years of service. An employee may retire with full benefits after 8 years of service and attainment of age 60, or after 30 years of service, or at the time the employee qualifies under the "Rule of 75". The "Rule of 75" is defined as when the employee's age combined with years of service (rounded down to whole years) equal to 75 or more.
    DEATH BENEFIT PLANS- There are two (2) types of death benefit plans provided by Midland County to all employees who participate in the Texas County and District Retirement System.
    • SUPPLEMENTAL DEATH BENEFITS FUND-If an employee dies, his or her beneficiary will receive a lump sum payment equal to one year's compensation, based on the employee's most recent regular rate of pay for the employee's regular position.
    • SURVIVOR ANNUITY DEATH BENEFIT -To be eligible for this death benefit, the employee must be a participant in T.C.D.R.S. and must have completed at least four (4) years of service with Midland County
    SOCIAL SECURITY- All employees of the county are covered by social security. The county also contributes to the social security system on behalf of each employee.
    WORKERS' COMPENSATION-All employees of the county are covered by the workers' compensation insurance program, and the county pays the premium. This coverage provides medical and salary continuation payments to employees who receive bona fide, on-the-job, work-related injuries.
    LEAVE TIME- Regular full-time county employees are eligible for holidays, vacation leave, sick leave, and other types of released time under certain circumstances.
    FREE WELLNESS CLINIC- for anyone over the age 3 covered by Midland County's insurance.
    EMPLOYEE ASSISTANCE PROGRAM
    LONGEVITY PAY
    • YEARLY-Upon completion of one (1) year of service, each employee receives longevity pay. Longevity pay is paid at a rate of sixty dollars ($60.00) per year of service to the county. This longevity pay is pro-rated and paid on a pay period basis.
    TELADOC SERVICES-as of 1/1/19 This service gives you access to a medical professional via the internet at no charge to the employee. To use this service you must be covered under the County medical plan and register with Teladoc.
