Location: Harrisburg, PA (Occasionally Onsite)

The Candidate will be responsible for:

• Candidates will work under the direction of the project's Technical Lead and Application Architect to write, test, and document code to implement system features and enhancements using Angular, Java, Spring Boot, GIS, and Power BI technologies .

Front-End Frameworks & UI Technologies

• ngular (preferably Angular 14 or higher)
• Responsive UI design with Bootstrap (optional) and Material Design libraries
• Prior experience with jQuery (nice to have)

Back-End Development

• Java with Spring Boot (Microservices architecture)
• RESTful APIs design and integration
• GIS integrations and spatial data handling

Testing frameworks

• jUnit
• Prefer: Jasmine and Karma
• Data & Reporting
• Power BI dashboards and enterprise-level reporting integrations
• PostGIS - based data design for reporting layers

PostgreSQL or any other database management system

• Cloud & DevOps (Azure-Focused)
• zure Kubernetes Service (AKS)
• zure API Management
• zure DevOps for CI/CD
• Containerization with Docker
• Tools & Environments
• rcGIS Online (AGOL)
• rcGIS Extension plugin for WebEOC
• VS Code or Eclipse

Required: Knowledge and Experience

• Experience with the Esri ArcGIS Maps API/SDK for Javascript
• Knowledge and experience with the following: ArcPro/ArcObjects, GeoEvent
• Processor, Velocity, Experience Builder, Survey123, and Field Maps
• Experience with ArcGIS Enterprise Server and ArcGIS Online/Hub/Community as
• n Administrator
• Experience in designing/developing geocodes and geoprocessing services
• Knowledge of Esri ArcSDE and multi-user versioning with state trees/branch

• Knowledge of linear referencing systems/methods, Esri Roads and Highways,
• Oracle Locator/Spatial
• Knowledge of responsiveness and mobile-first development
• Knowledge of Design Patterns and Solid principles
• Knowledge of digital accessibility and disability inclusion

• Experience designing for platform technologies (e.g., HTML, CSS, JavaScript, iOS,

• Experience optimizing for the accessibility features of the platform (HTML, iOS, Android)
• Experience developing digital products that comply with accessibility standards

Preferred: Applicants with the following qualifications will be preferred:

• 2+ Years' Experience with the following:
• PostgreSQL
• Experience incorporating accessibility tests into the development process
• Experience building digital products where compliance with accessibility standards is part of "definition of done"
