    Summary THIS IS AN ARMY NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a TITLE 32 PROGRAM ANALYST (MI USPFO), Position Description Number D and is part of the MI USPFO, Michigan Army National Guard.

    Responsibilities
    THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP This position is located in the USPFO.

    The primary purpose of the position is to provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state.

    The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability.

    Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each.

    Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues.

    DUTIES 1. Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives.

    Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.

    2. Evaluates unit and organizational effectiveness.

    Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.

    3. Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures.

    Incumbent reviews administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions.

    Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives.

    Performs 100 % inventories of unit/activity equipment and supplies and analyzes requisition data to determine causes of any discrepancies. 5. Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.

    Provides USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property.

    Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization. 6.

    Advises the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation.

    Recommend corrective action to re-establish and ensure unit/activity compliance, with applicable logistics and physical security regulations and directives, with a specified suspense date.

    7. Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action.

    Reviews workload requirements to ascertain areas where procedures can be combined, distributed, or simplified to increase productivity, efficiency, or effectiveness and is able to utilize centralized planning and decentralized execution of mission objectives.

    Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports.

    Manages the evaluation program to ensure required actions are tracked and completed. 9. During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. Makes recommendations, reviews responses and ensures that corrective actions are performed. 10. Responsible for on-the-spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review. 11.

    Coordinates with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability.

    12. Performs other duties as assigned.

    SPECIALIZED EXPERIENCE:

    Months Required: 24 Months Experience, education, or training which has provided application of practices, theories, techniques, and methods of management.

    Experience analyzing, interpreting, and developing policies and procedures of local management. Utilizes comprehensive knowledge of implemented logistics programs and their interrelationships.

    Comprehensive knowledge and skill in applying statistical analysis and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.

    Using statistical trend analysis and evaluative methods and techniques ensuring that all cost center analysis are effective and efficient.

    Knowledge of administrative logistics and physical security regulations and operating procedures and possesses skills in applying fact-finding and investigative techniques (e.g., supply personnel and unit commander interviews, review of work procedures, command supply discipline and financial liability of loss reports, instructions, records, and files) to gather clear-cut factual evidence of compliance with logistics and physical security regulations, directives and local standing operating procedures (SOP).

    Specialized knowledge of logistics and supply operations in order to validate status of on hand property and equipment regarding excess property postures, turn-in procedures, equipment/supply receipt procedures, processing statement of charges, posting adjustments to property records, accountability procedures, and review of durable/expendable document registers.

    Knowledge and skill of analytical techniques performed through interviews with supervisors, employees, and organizational workforce, including commanders and supply personnel to establish recommended solutions or follow-on actions.
