    Fire Marshal

    Department/Division: Fire

    Salary: $70, $85,000.00

    PURPOSE OF CLASSIFICATION

    The purpose of this classification is to reduce and prevent loss of life and property through inspections, education and enforcement of codes and to investigate the cause, origin and circumstances of fires involving loss of life, injury to persons, or destruction or damage to property.

    ESSENTIAL FUNCTIONS

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

    Conducts field inspections of permitted developments to ensure compliance with all adopted codes and ordinances of the City including standard building, Life Safety, and National Fire Codes; conducts field inspections for code compliance of residential, multi-family and commercial structures including building, alarm, detection, suppression systems, electrical framing, heating ventilation, air conditioning, gas/fuel and other inspections as required or requested.

    Reviews and analyzes building site plans submitted for permit to determine compliance with appropriate Life Safety codes and ordinances of the City; reviews and analyzes code compliance of mechanical systems, fire alarm systems, fire suppression systems, Fire Life Safety systems and gas/fuel installations submitted for permit; receives applications and coordinates plan reviews for small additions, minor alterations, and repairs or existing structures.

    Receives and reviews architectural drawings, electrical diagrams, permits, applications, plumbing plans, mechanical plans, gas plans, Site Development Plans, Planned Urban Development, etc. for minimum Fire Life Safety Code compliance.

    Reviews applications for fire permits; issues approved permits; records, files and maintains records of permits issued as required.

    Conducts code enforcement activities; investigates complaints of unsafe construction, unsafe conditions of construction or occupancy and other complaints; identifies code violations and initiates any actions necessary to correct deviations or violations; determines compliance or non-compliance with codes; meets with property, business owners and other individuals to discuss violations; issues code compliance notices and official correction notices to inform violators of discrepancies and compliance deadlines; testifies in court as needed; performs follow-up site inspections as needed.

    Develops, plans and participates in fire prevention and fire safety programs/seminars; answers public inquiries on fire prevention matters; makes periodic public presentations to clubs, schools and other organizations on fire prevention and safety.

    Conducts the investigation of suspected arson; gathers and preserves evidence; interviews witnesses, photographs and diagrams fire scenes, analyzes fire scenes and evidence to determine cause, origin, circumstances and pattern of fires; assembles and maintains case files and physical evidence; obtains search warrants; conducts searches of premises, property, or persons; obtains arrest warrants and makes arrests; advises suspects of their rights; presents testimony in court for prosecution of cases as necessary.

    Prepares or completes various forms, reports, correspondence, inspection reports, training records, fire safety analysis forms, fire permits, daily inspection log, letters, inventory reports, origin and cause reports, case narratives, photo logs, incident diagrams, insurance request forms, consent to search forms, search warrants, Miranda statements, insurance release forms, status reports, case files, or other documents.

    Receives various forms, reports, correspondence, inspection files and reports, legal documents, architectural drawings, building plans, sprinkler, fire alarm, and pre-fire plans, fire safety education materials, letters, insurance records, lab reports, fire reports, weather reports, voluntary statements, property receipts, law enforcement reports, medical examiner reports, vehicle records, property records, codes, standards, policies, procedures, maps, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

    Communicates with supervisors, employees, other departments, fire officials, law enforcement officials, property owners/occupants, victims, utility companies, civic organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

    Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures; maintains an awareness of new equipment, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; participates in continuing education activities; attends shift meetings, workshops and seminars as appropriate.

    Operates a personal computer, technical testing equipment, an automobile or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

    ADDITIONAL FUNCTIONS

    Performs firefighting duties as needed.

    Performs other related duties as required.

    MINIMUM QUALIFICATIONS

    • High school diploma or GED equivalency.
    • Current certifications as 1) Firefighter, 2) Inspector, 3) Investigator, from the Georgia Firefighter Standards and Training Council.
    • Current licensure as an EMT-I (or greater) from the Georgia Department of Public Health.
    • Associate degree from an accredited college or university, preferably in Fire Science, or other related course of study.
    • Must possess the following certifications prior to applying; NPQ Firefighter 1 & 2, NPQ Fire Inspector 1 & 2, NPQ Fire & Life Safety Educator 1, NPQ Plans Examiner 1, NPQ Fire Officer 1 & 2, NPQ Fire Instructor 1 & 2, NPQ Fire Investigator.
    • American Heart Association Basic Life Support/Heartsaver Instructor
    • Current certifications from the Georgia Police Officer Standards & Training Council as 1) Arson Investigator, 2) Instructor
    • Minimum seven (7) years' experience in fire & life safety education, plan review, and fire inspections.
    • Valid driver's license with the proper endorsements, equivalent to Georgia's class B or F.

    PREFERRED QUALIFICATIONS

    • Bachelor's degree from an accredited college or university, in Fire Administration or a closely related field.
    • Current certification from the Georgia Police Officer Standards & Training Council as a Basic Law Enforcement Officer.
    • Fire Investigation Technician (IAAI-FIT )
    • Certified Fire Investigator (IAAI-CFI )

    Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

    Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

    Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

    ADA COMPLIANCE

    Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight pounds).

    Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

    Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, animal/wildlife attacks, animal/human bites, explosives, water hazards, disease, pathogenic substances, or rude/irate customers.
