    JOB SUMMARY

    The RADT Substance Use Disorder (SUD) Counselor reports to the Program Director and is responsible for providing direct services to program participants. The RADT Substance Use Disorder Counselor is responsible for coordinating individual and group substance use disorder counseling services in accordance with the requirements of U.S. Probation and U.S. Pretrial Services under direct supervision of the Program Director and Mental Health Practitioner.

    ESSENTIAL JOB RESPONSIBILITIES

    1. Make decisions regarding counseling services.
    2. Conduct group and individual counseling sessions for program participants and if needed, family members.
    3. Become familiar with the provisions of the US Probation and US Pretrial Services.
    4. Participate in all staff meetings.
    5. Provide services to a caseload of participants assigned by the Program Director.
    6. Participate in the screening and placement of participants using ASAM criteria.
    7. Conduct assessment and develop Client-Centered Treatment Plan based on the participant's current status, strengths, needs, abilities and preferences.
    8. Consistently meet program performance standards including productivity goals, documentation goals, and attainment of 40 hours of job related training per year.
    9. Update treatment plans as needed and review monthly.
    10. Consult with other agencies to coordinate participant services.
    11. Prepare and facilitate large and small SUD educations.
    12. Review and discuss treatment plans and discharge plans with the Program Director and US Probation Officer or designee.
    13. Always use all available referral sources during the discharge planning and completion process to establish a continuum of care for the participant (Aftercare, Sober Living, Outpatient, etc.).
    14. Coordinate with Program Director pertaining to important matters such as medical, treatment progress, and always notify US Probation regarding admissions, no-shows and discharges.
    15. Notify the Program Director and the referring agency when the client refuses to participate in treatment planning or causes any disruption to the program.
    16. Ensure that services provided meet standards established by the Fresno Federal Aftercare statement of work.
    17. Develop and maintain roster of current outpatient clients that are required to participate in drug/alcohol testing.
    18. Perform drug/alcohol use detection activity, i.e., urine collection for testing, breath testing, skin search, etc.
    19. Document and record all anti-narcotic testing on the designated logs and individual testing sheets, Chain of Custody Forms
    20. Assure that clients understand and follow program rules and procedures.
    21. Detect and make appropriate reports on client misbehavior and rule violations within the specified time periods indicated in the US Probation SOW. Send program violation reports to Program Director for review and submission to designated US Probation or US Pretrial Services agency.
    22. Receive and process all client co-payments in accordance with the SOW.
    23. Maintain cooperative working relationships with funding agency staff members.
    24. Provide appropriate information for billing purposes.
    25. Bring programmatic problems to the attention of the Program Director.
    26. Accurately document all services rendered during the course of treatment for each individual participant.
    27. Thinks and acts quickly and efficiently in emergencies.
    28. Will drive on Agency business.
    29. Physical presence at the office is required.

    ESSENTIAL JOB REQUIREMENTS

    1. High School Diploma or GED.
    2. Experience providing treatment to substance-abusing justice involved offenders is preferred.
    3. Must have a current AOD Registration from a certifying body approved by the State of California Department of Health Care Services (DHCS), and maintain good standing.
    4. Must satisfy all requirements and become a Certified SUD Counselor with a certifying body approved by the State of California Department of Health Care Services (DHCS) within the 5 years required by the certifying body, or 24 months of hire, whichever is sooner.
    5. Current certified training in emergency First Aid procedures and CPR, preferred.
    6. Knowledge of substance use, addictions, and related disorders, and ability to effectively provide educational groups regarding the treatment of these disorders.
    7. Ability to write substantive and grammatically correct case notes, treatment plans, and discharge summaries.
    8. Ability to manage priorities and workflow.
    9. Experience in group counseling, Motivational Interviewing, and other cognitive behavioral interventions is preferred.
    10. Basic computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
    11. Possess a valid driver's license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
    12. Ability to pass a criminal background check.
    13. Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
