    Project Overview

    Bechtel is designing, constructing, and commissioning the world's largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

    The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

    This position will support the High-Level Waste (HLW) Vitrification efforts from restoration to completion. The HLW is the most complex of all the WTP facilities and will host some of the top professionals in their field to design, engineer, procure and construct HLW vitrification systems.

    This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed.

    The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

    Position Summary

    The HLW Subcontractor Coordinator is assigned to the field construction organization in a supervisory capacity. Responsible for supervising and directing the efforts of the Subcontract Technical Representatives. Ensures assigned construction operations and subcontractors' performance comply with specifications and within schedules and budget. Performs general functions inherent in all supervisory field positions.

    Responsibilities

    • Act as primary interface between WTP and subcontractor for the coordination of off job site coating of steel and piping to achieve scheduled erection of structural steel and piping systems.
    • Technical Support and Coordination during the installation of Mechanical and HVAC systems and components.
    • Establishing the primary interface between Construction Subcontracts, Turnover, Startup and Operations.
    • Supervises the contracting, modification or repair of any completed subcontract commodities that do not meet Turnover criteria.
    • Ensuring subcontracted commodities or facilities have met all requirements for Turnover.
    • Operates with considerable latitude, exercising independent judgment, and utilizing construction knowledge and experience in resolution of typical questions and problems, which may arise.
    • Technical oversight of assigned subcontractor's safety, quality, schedule, and coordinated execution of the subcontractor's scope of work.
    • Supporting Subcontract Formation and BEA (Bid, Evaluate, & Award) process monitoring and reporting subcontractor's cost and schedule performance- monitoring the subcontractor's daily progress.
    • Monitoring and inspecting the subcontractor's quality of work.
    • Validating subcontractor's monthly progress payments and invoices, monitoring subcontractor Force Account and TM Reports, and coordinating subcontractor's activities with work performed by others.
    • Leading turnover of subcontract commodities to Startup/Operations.
    • Leading team for the review and turnover of subcontracted commodities/facilities.
    • Leading review of completed subcontractor work, preparing work for turnover to Startup/Operations.
    • This position shall be performed under the day-to-day direction, control, and supervision of WTCC.

    Qualifications and Skills

    Basic Qualifications

    • Level 1 : Bachelor of Science Degree in Engineering or a related science with 6+ years of directly related experience, or in lieu of degree 12+ years of directly related experience.
    • Level 2 : Bachelor of Science Degree in Engineering or a related science with 9+ years of directly related experience, or in lieu of degree 15+ years of directly related experience.
    • Possess the right to work and remain in the US without sponsorship.
    • Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
    • Must be able to obtain a site security badge for access to the worksite.
    • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

    Minimum Qualifications

    • Understanding HVAC V&ID's, orthographic drawings, duct support drawings (engineered specific and generic "cookbook").
    • Experience with duct and duct support installation and inspection and leakage testing.
    • Experience with installation of mechanical equipment.
    • Knowledge of SMACNA, ASME AG-1, and related ASTM material standards and codes.
    • Knowledge of requirements for Lock Out Tag Out for safety.
    • Experience with installation of mechanical equipment.
    • Understanding of welding processes.
    • Experience in technical coordination of subcontracts or Field Engineering.
    • Experience in developing and leading teams, strong background in supervision and leadership.
    • Experience in inspection and testing. Strong experience on NQA-1 projects.
    • Strong understanding of change management and configuration control processes.
    • Technical knowledge of a specialized engineering discipline, cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes.
    • Strong understanding of facility system completion walk-downs, punchlist management, turn over packages and routine interface with Startup.
    • General awareness of environmental laws.
    • Awareness of government compliance standards.
    • Knowledge of requirements for Lock Out Tag Out for safety.
    • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.
    • General knowledge of state, federal, and local contracting requirements.
    • Experience working with, supervising and administering subcontractors.
    • Work experience leading to an advanced understanding of the technical knowledge described above.
    • Ability to interface with diverse construction disciplines as well as all levels of management.

    Preferred Qualifications

    • Experience with sheet metal and HVAC construction.
    • Possess Nuclear Construction knowledge preferred.
    • General understanding of WTP Codes and requirements.
    • Familiarity with current industry quality standards.
    • Knowledge of project specific environmental compliance requirements.
    • Demonstrates good judgement in selecting methods and technics for obtaining solutions.
    • Seasoned, experienced professional with a full understanding of area of specialization, resolves a wide range of issues in creative ways.
